I attended this very interesting conference focused on technologies for assisting and empowering people with learning disabilities (PWLD), including elderly people with dementia, many of which also have physical impairments; see programme at http://www.pavpub.com/pavpub/conferences/showfull.asp?Conference=895 I could see practical technology applications at the conference exhibition and then visiting after the conference various residences and homes for PWLD managed by HFT (UK charity who organised the conference). What I got from this trip is that TECHNOLOGY CAN SIGNIFICANTLY IMPROVE BOTH: A) THE QUALITY OF LIFE OF PEOPLE WITH LEARNING DISABILITIES B) THE QUALITY AND EFFICICIENCY OF THE WORK OF THEIR CARERS. More specifically: * A lot can be achieved with simple/ unexpensive tecnology-enabled applications, e.g. dectors and sensors (for fire and water hazards, falls, epilepsy seizures, people with dementia leaving the premises...); environmental and emergency controls (monitors and cameras, adapted switches, panic buttons...); simplified white goods and communication services (picture phones, washing machine with couple of buttons...). * Tecnology applications are an important element of a personalised and comprehensive approach for supporting a PWLD. Each application needs to be tested and adapted for each person's needs (which evolve over time), with the involvement of the carer. * Tecnology-enabled applications improve the autonomy and thus the self-esteem of PWLD. As a 1st step technology enables PWLD to gain control over their own safety, which is a pre-requisite for living independently, then technology allows PWLD to better manage their daily living. * Moreover, using technology in relation to safety and daily leaving, as well as following ICT courses then using the skills learned, can greatly improve the PWLD confidence and empower them. * Technology use for PWLD assistance also has benefits on the quality and efficiency of the work of their carers, e.g. dedicated software programmes allow for better planning and monitoring of personalised care; savings in hours dedicated to clerical tasks like watching if someone with dementia leave the premises (this can be entrusted to movement detector) which allows more time for more added-value tasks, etc. It is important to identify and measure the impact from the use of technology in terms of quality of life and efficiency. The e-inclusion subgroup is chaired by the European Commission (unit ICT for inclusion, DG Information Society and Media) and is composed by national civil servants from European countries involved in e-inclusion policy. The e-inclusion subgroup reports to the i2010 High-Level Group; see http://ec.europa.eu/information_society/activities/einclusion/groups/index_en.htm. The main points discussed were: 1 Web accessibility: National specifications and guidelines; Approaches and tools for implementation; Monitoring and certification at national and European level The Commission presented the results from a recent study comparing policies on web accessibility and measuring levels of compliance in several European countries; see http://ec.europa.eu/information_society/activities/einclusion/library/studies/web_access_compliance/index_en.htm . Then, national representatives reported their experiences in implementing web accessibility specifications and discussed about the way forward. Several countries have already adopted or foreseen measures to implement WCAG 2.0. There are differences in national approaches as to the exact reference specifications (e.g. sometimes a mix from WCAG 1.0 and 2.0, in other cases specifications from other sources like the US 508 Act are considered), and the implementation measures in place, including different forms of support and control. The challenges of interpreting and implementing in practice WCAG 2.0, as well as the need for complementing or further elaborating these guidelines in some cases, were also stressed at the meeting. The Commission reminded the various European activities existing or planned to further support cooperation on web accessibility amongst European countries, notably: mandate 376, support under the ICT Policy Support Programme, studies, e-practice. The upcoming digital agenda (the new European strategy on the information society, to succeed the current i2010 by mid 2010) may also address web accessibility. 2 Other aspects of e-accessibility: Policy context; Follow-up of Communication "towards and accessible information society" (COM (2008)) Several countries reported on their initiatives on e-accessibility and the Commission updated on recent important developments, notably: - The follow-up process on the UN Convention on the rights of persons with disabilities, which addresses amongst other new technologies (including ICT and assistive technologies), with strong focus on their accessibility, availability and affordability. - The preparation of the "EU disability strategy 2020" and the Commission proposal for a horizontal Directive on non-discrimination, which deals with equal rights to access all product and services, also ICT, and contains an article on persons with disabilities. - The revised EU regulatory framework on electronic communications (ex-telecoms), which reinforces the provisions on persons with disabilities, and other relevant pieces of European legislation, e.g. the "audio-visual media services" Directive contains a provisions on persons with disabilities. - Standardisation work, notably mandate 376 but also other accessibility mandates, European funding opportunities (on research, deployment, etc), ongoing and recent European studies on e-accessibility (some of which are reported about in this e-practice community). 3 Follow-up of previous subgroup works; next steps in e-Inclusion policy The Commission updated on the follow-up of the "Limassol report" on future e-inclusion policy (see http://ec.europa.eu/information_society/activities/einclusion/groups/limassol/index_en.htm) and on various developments, including the "EU2020" and the "European digital agenda", and several European studies on e-inclusion. Then, several countries reported about national e-inclusion initiatives. The next meeting of the i2010 e-inclusion subgroup is foreseen in October 2010.

If the conference is to focus on "big" government it's fair enough, but if one is to consider on local government which frequently has more to do with the citizen, I haven't seen any evidence from the named speakers that might focus on that end.

In the UK there are a number of commercial tools, including GovMetric and CMetrix, which are really useful for making service improvement across all channels. I have a list of around 12 on my blog.

The ECRN project is continuously building strong links with new European Administrations to improve its services with the ambition for an European Service Platform for the Civil Registry.

ECRN is happy to inform you that the City Administration of Zielona Gora in Poland has joined ECR_Platform in February 2010. The execution of the first Pilot testing will start in March and last till October. The city Zielona Gora is in western part of Poland, with 411,557 inhabitants in its area, including three neighbouring counties (2005) and a high number of foreign residents. The city's name in Polish means "green mountain". It is one of the best known places for wines in Poland.

The agreement to enter the ECR_Platform was signed by Janusz Kubicki, the mayor of the City Zielona Gora, and Paride Gullini, President of Anusca and coordinator of ECRN. The exchange protocol ceremony was held with the participation of Vice Major Dariusz Lesicki, Tomasz Brzozka, Wladyslaw Penar, and the ECRN representatives Antonio D’Amico and Maurizio Pallotti.

The invitation to Zielona Gora to collaborate with ECRN project sharing its vision and contributing to the achievement of its objectives started in 2009, and it was welcome by Zielona Gora that demonstrated its commitment to the testing of innovative ECRN system for the electronic documental exchange among civil registries. The responsible for the ECRN activity in Zielona Gora will be Mr Tomasz Brzozka, Head of the Register Office and president of the Association of the Registrar of the Republic of Poland (SUSC RP - Stowarzyszenie Urzędników Stanu cywilnego Republic of Poland), which is a member of the European Association of Professional Civil servants and State officials, (EVS).

Most cities offer some kind of e-government services. Often this offer is mainly content- and technology driven, and not based on the needs and expectations of the different target groups. In order to develop a well balanced e-government vision and operation, we need to understand the relationship between a government and its different target groups: citizens, companies, associations.

The best way to map out this relationship is through a well balanced review of digital services and information from both a demand perspective (citizen, local companies and associations) and a supplier’s perspective (municipality and city services).

This report sets out five steps to achieve this.

The “Uptake of pre-awarding phases of eProcurement” workshop has successfully been held on Monday in Vienna. Around 65 experts met and shared their experience and ideas. I try to synthesize some issues and ideas that emerged: 1. The adoption of eProcurement, and of pre-awarding phases in particular, is progressing all over Europe. However, we are still far from the objectives of 2010 eGov Action plan: 100% availability, 50% adoption of eProcurement. Which are the main remaining barriers and what can we do to overcome them? 2. The major challenges are no more on the technical side: there are several working implementations already in use. Some of them have been presented during the workshop. The big obstacles are still human and organizational 3. Legislation can be an effective triggers: Member States that made eProcurement mandatory seem to progress faster and better (e.g: Portugal, France for eTendering, Sweden for eInvoicing) 4. Knowledge & experience sharing is fundamental to avoid repeating errors and duplicating things but also to create a global trust and acceptance of IT technologies applied to eProcurement. New models for training people and demonstrate eProcurement benefits should be explored, such as Living Labs 5. Cross border eProcurement: is there a real request for it? Volumes are not so large for the moment. The reasons are legal barriers (different regulations), lack of interoperability but sometimes are also the contracting authorities that are not really interested in receiving offers from foreign bidders: Why? they prefer to receive offers in their own language, to avoid surprises and to have representatives of the supplier close to them. 6. However, projects like PEPPOL, standardization initiatives such as CEN/BII and other Commission’s activities are now working closely together, with a large commitment from European Public and Private organizations. We expect great results from them! Personally all in favour of increased transparency and more and better links between decision-makers/politicians and the citizens/voters no matter where in the world. That said, in an African context direct access to politicians, technology and digital literacy is unfortunately still the priviledge of the few - even in relatively (for the region) wealthty countries like Kenya and Namibia - as Julia Glidden also points out in her blog entry on eParticipation in Lesotho. In fact rural remoteness and exclusion is substantial and also relevant factors in Kenya, Tanzania and Namibia.
On the other hand two interesting countries to encourage to participate in the Africa4All project would be South Africa and Botswana - and for several reasons for this eg:
Will achieve a blance between East and Southern African project partners
Both countries have relative good internet coverage
Both countries are democratic with regular free-and-fair elections. The South African President has also created a hotline for complaints and input (albeit with some faults, favouring telephones and still to prove its usefulness to citizens)
GDP per capita (even in light of large discreprency in wealth distribution) are among the highest in the region and will provide a different ancle to the project
South Africa also battle with youth participation in election and public debate.

There seems to be a general consensus that an increase of overall political participation would help to improve democratic culture in general. A strong democracy has to offer different participatory processes to answer a variety of needs of both citizens and government bodies. As no single participation tool is able to cover all forms of participation and wide variety of participation processes have to be practiced - both online and offline. An election for example is excellent in involving almost the whole population in a decision making process but is very restrictive in its options (e.g. parties and people to vote for) and does not facilitate deliberation. A public hearing on the other hand can only be attended by a relatively small number of people but offers an open space to discuss many different options and develop compromises in collaboration. One cannot state that one form of political participation is “better” than the other but both processes answer specific needs by citizens and government and contribute to the democratic culture at large. The electronic aspect of eParticipation enhances participation processes without losing their intention. eDeliberation processes for example can involve a larger number of participants and lower the barrier to entrance in comparison with their offline counterpart but the key factor still is deliberation. By enhancing the underlying participation processes through the use of information and communication technologies eParticipation is able cover participatory needs which were uncovered before. eParticipation can therefore be an important instrument in the orchestra of participation. The SMS judicial information system provides an outstanding service for the citizens and lawyers which enables them to receive SMS messages containing legal information such as ongoing cases, dates of court hearings, the last change in the case and suits or dept claims against them. Therefore, they can be instantly informed by SMS about any kind of legal event related to them without going to courts. A cooperation agreement has been signed with the GSM operators in order to establish this system that makes it possible to send SMS to the concerning parties� mobile phones. This system aims to automatically inform all related parties of cases when any legal event, data or announcement (which has to be sent parties) realized by the judicial units such as courts, public prosecutor offices and enforcement offices. Sending a SMS does not replace official notification as it provides information to the parties so that they can take necessary measures in time without delay in order to prevent loss of legal rights.

Why do videos on ePractice not have captions and audio description as required by the EU for conformance with the Web Content Accessibility Guidelines (WCAG)?
Captions and audiodescription are easy to make and do not cost much if built in from the start. The community could also help to make the older videos accessible. Maybe we can build a community caption and audiodescription tool into the tv part of the website so we can all help the site to conform with WCAG like required by the Commission. The SMS judicial information system provides an outstanding service for the citizens and lawyers which enables them to receive SMS messages containing legal information such as ongoing cases, dates of court hearings, the last change in the case and suits or dept claims against them. A cooperation agreement has been signed with the GSM operators in order to establish this system that makes it possible to send SMS to the concerning parties’ mobile phones. This system aims to automatically inform all related parties of cases when any legal event, data or announcement (which has to be sent parties) realized by the judicial units such as courts, public prosecutor offices and enforcement offices. Sending a SMS does not replace official notification as it provides information to the parties so that they can take necessary measures in time without delay in order to prevent loss of legal rights.

With more than 40 members from 17 European countries and various successful activities like for example the joint online consultation with the European eParticipation study and involvements on the major eParticipation related conferences. This success has also been noticed by the organisers of the Personal Democracy Forum in the United States (and for the first time this year also here in Europe). The tour gave the Chinese visitors first-hand knowledge of European policies and experiences in the area of ”e-Inclusion” - overcoming the so-called ”Digital Divide”.

However, since their use is intended mainly for demonstration purposes, the provided functionality is adapted to this scope in order to allow a more user-friendly experience. This means, that in order to use the dynamic eProcurement Demonstrators as a real eProcurement system, you should first perform certain modifications to the existing application. For instance, the functionality for electronic registration should be added. To this end, you can use the source code of the dynamic eProcurement Demonstrators which is freely available to everyone (href=http://forge.osor.eu/projects/eprocdemos) and develop a real eProcurement application. Furthermore, the eProcurement Demonstrators could act as the basis for eProcurement systems with enhanced features, such as conformance to national standards and legislation or the provision of additional functionality. When you pay a tax or fee in Spain it is not legal that anybody gets a percentage.

We are trying hard in Lebanon to implement a local payment gateway, but, we are afraid to waste all our efforts when companies like Paypal and 2Checkout come into the market and offer competetive services...

Is it worth to contine the investement and build a local payment gateway?

In April 2008 I started my detailed research by posting a questionnaire to record any usage of satisfaction, along with trying to obtain an initial view of the status of avoidable contact in the context of National Indicator 14. The results were that there was a lot more support for measuring citizen satisfaction than I’d imagined. There was also a general lack of awareness by practitioners of all the academic and private sector work that had been going on in the background around engaging with customers or citizens.

Public participation in environmental decision making has become in the last decades the goal of different recommendations and declarations at the international level, elaborated by the European Union.

The Århus Convention entitles the public - individuals and environmental organisations - to participate in environmental decision-making. This

means that public authorities have to inform them in time of relevant proposals, so that they can submit their comments. These comments need to be taken into consideration. The authorities are also required to inform the public of their final decisions and the underlying reasons.

Under the Århus Convention, public authorities are obliged to organize, make accessible and disseminate the environmental information in their possession. This means they are obliged to keep and share the environmental information relevant to their functions, such as the quality of water, air and the atmosphere, land and biological diversity; energy, noise, development plans and policies; and the effects of these on human health, safety and the environment. This information has to be made accessible and disseminated, for example by putting it on the Internet, informing the media or using other channels of communication.

Environmental democracy is subject of the Aarhus Convention that goes to the heart of the relationship between people and governments. The Convention is not only an environmental agreement; it is also a Convention about government accountability, transparency and responsiveness.

How can I organize an eAuction event using the dynamic demonstrators?

eAuction events can be organised in a straightforward manner using the dynamic eProcurement Demonstrators. You just have to prepare a new Call for Tenders and when prompted to declare whether ‘An electronic auction will be used’ you have to select ‘Yes’. Then, in the ‘eAUCTION DEFINITION’ page, you have to define the eAuction type (Time, Rounds), the eAuction parameters (Period for applying extension, Extension time, Period between rounds, Duration of each round) as well as the information that will be available to tenderers (Best Offer, Relative Ranking, Next Possible Bid, List of all Bids, Graph history of ranking, Send notification). The next step is to select the awarding criteria to be used in the eAuction, as well as to set their parameters (min, max, weight, ascending or descending). At this point, tenderers can submit their initial offers. During evaluation of tenders, you have to select which economic operators will take part in the eAuction. To inform tenderers about the upcoming eAuction event click on ‘Edit’ next to ‘Fix eAuction parameters’ in the Call Details page to launch the respective page. Enter the date and time for the eAuction to begin and prepare the invitation to be sent to the participating economic operators. Hi everybody, I am here again to encourage discussions about topics of interest for the "ICT for Governance and Policy modelling" community, hoping that, after the closure of the call, everyone is more relaxed and keen to participate. This week I propose you to share your ideas and doubts about the impact of Web3.0 and Semantic web on eGovernment. Adding semantic to information, making machines able to understand, search and reasoning upon information is great and definitely will have a huge impact on improving citizens participation and policy modelling and simulation. Citizens will be able to create avatars that will interact and negotiate with other ones. New services will be able to reason about citizens opinions and semantically enriched data, to better support policy makers in performing analysis and forecasts. But, are we talking about something that is ready now? Or, better, are citizens and administrations ready for that? Could the Web 3.0 make definitely easier the interaction between citizens and administrations and intra-administrations or things are, from the social and technological points of view not mature enough? Do you have examples to demonstrate that Web3.0 is definitely penetrating the eGovernment domain?

The dynamic eProcurement demonstrators were developed to help getting familiar with electronic public procurement procedures. The demonstrators support the following electronic procurement phases: eNoticing, eAccess, eSubmission and eAwarding including eAuctions. During the eNoticing phase, you are allowed to prepare new calls for tenders and upload the relevant contract documents. A simulation of how notices are electronically created and submitted to the EU Official Journal is also provided. The eAccess and eSubmission phases support a functionality for preparing tenders, uploading them to the system and signing them by using a sample electronic certificate. The eAwarding phase supports the evaluation of received tenders, while this phase can be extended by establishing and performing eAuctions for awarding the contract to the bidder with the best offer. The streaming audio video was perfect, through the chat I could even interact with the speakers and I twittered with people in and out the room, all over Europe and maybe not only.

Sure, I had already participated in webcasting and videoconfering, allowing chat interaction, but this time I got the impression of a vibrant community, in which the followers-at-distance was as important as the followers-in-presence.

HSQLDB runs in embedded mode and stores data in the file system. Online discussion on European eParticipation a success!

With 90 participants registered to debate eParticipation in Europe and 158 ideas and opinions voiced the online discussion is deemed a great success! The objective of this online discussion was to arrive at a high quality analysis of a number of European eParticipation issues and to make recommendations on how to address these. Activity levels have been high, and the debate rich, with participants posting 158 ideas and opinions. Participants and visitors from 43 countries (mainly Europe) have made 1254 visits and 5082 page views since the online discussion started. Each visit has been circa 15 minutes long. The online discussion initially proposed 10 issues arising from the preliminary work of the European eParticipation Study (see Library section). However, participants also had the opportunity to raise their own separate issues – something many did. The result is four wiki’s covering a number of issues raised by the European eParticipation Study and by the participants during the initial phase of the online discussion . The wiki’s focus the following four areas: • Technological Questions • Organisation and Channels • Evolution and Dangers • The European Sphere The wiki’s will be finalized in the coming days and published on the online discussion site (www.internet-discourse.eu) with links from PEP-NET (www.pep-net.eu) and the European eParticipation Study (www.european-eparticipation.eu). The online discussion was a joint initiative by PEP-NET and the European eParticipation Study. The discussion took place from 3 to 13 March 2009. I took the inspiration of this week's theme from a speech of Prof. Dora Varvarigou at the consultation meeting on the 27th February in Athens.

I can see a number of positive aspects, first of all the enormeous popularity that VWs have gained, the fact they are already the subject of social analysis studies and that, in a certain sense, they are there and thus usable (with limitations) "for free".

I believe we were numerous to appreciate the video done by the European Commission and showing in a simply and humorous way main benefits of public procurement chain digitization (see: http://ec.europa.eu/information_society/activities/egovernment/library/video/video/e_procurement_hq.wmv). To facilitate communication with different groups, the Procure project proposes also a 3D animation in English and in French (to see go at: www.eten-procure.com, it shall soon be available in ePracticeTV section). Our aim was to issue a persuasive support towards local decision-makers across Europe highlighting main topics covered by modern public borderless procurement. Do you think we have succeed, what are in your opinion paths of improvement? Your feedback is welcome and would definitively help other eProcurement stakeholders in their future communication efforts. The “Communication on a lead market initiative for Europe” COM(2007) 860 final, identified the need to improve the process of procurement of eHealth solutions by promoting networking and cooperation among public procurers in the development process of new solutions. It has therefore been decided to fund the creation of a broad community of procurers (i.e. healthcare providers, private entities, hospital managers), responsible for procurement and implementation of eHealth services. Funding: up to 500K EUR Expected outcomes: - Provide a forum to exchange good practices for deploying sustainable innovative eHealth services, including procurement strategies, specifications and contract management; - Create synergies to increase quality and interoperability of deployed solutions as well as the negotiation power of procurers versus vendors and/or developers of eHealth tools ; - Support the sharing at European level, of technical knowledge and expertise needed to deploy innovative eHealth tools and services; - Produce a tool kit for healthcare providers on how to deploy innovative eHealth tools and services, in a sustainable manner. Target: procurers both from public and private sectors, in particular on regional and local levels (including hospitals and or healthcare centres) The focus should be on gathering and sharing experiences on how to overcome barriers to wider deployment in a sustainable manner. The online debate will take place on www.internet-discourse.eu from 10:00am CET Monday 2 March to Friday 13 March. Although you will get most out of the process if you contribute regularly over the next two weeks, even only several inputs will be welcome!
