Born in 1958, studied recorder at the Amsterdam Conservatorium, studied law at the University of Amsterdam. Ms. Kuiper worked at a medium sized bank in several functions. She was a crown-member and vice president of the National Youth Council (advisory board of the Dutch Government) and was president of the advisory board of the Dutch Democratic party D66. In 1989 is became executive director of a small organistion and became theatre producer and project organizer. At presnet she designs strategies and implements innovations for commercial, governmental and non governmental organisations, she lecturers at universities. Recently she worked with the Peabody Trust and the Latvian Computer Society LIKTA on the development of new policy regarding teh of role of ICT in communitybuilding and the role of ICT to support the appreciation and exchange of knowledge about social-cultural heritage. Initiator of social use of internet in local communities in The Netherlands, lecturer at universities on this subject, consultant of ministries, private enterprises and non-governmental organisations on strategy development in the domain of sociale use of the internet, management of local, national and international projects to enhance the strategic use of the internet.
