Description

The workshop entitled "Reconnecting citizens with politics and policy making - what is happening now and what should be done in future" is the pre-conference workshop of the 7th Eastern European eGovernment Days.

This joint workshop of the European eParticipation Study and the Demos@Work project will present initial results from these two initiatives, giving participants an opportunity to learn at first hand what the research is demonstrating and how future work should be designed.

The European eParticipation Study has undertaken a comprehensive review of eParticipation across Europe at all levels, including the European level. It now has a very good understanding of the main shaping factors, the benefits and barriers, as well as who is doing what, how and with which impacts.

Topics covered in the context of tentative recommendations to European and other actors include:

  • Technologies for eParticipation
  • Organisational and channel issues
  • The dangers of eParticipation
  • Changes to how we structure and undertake politics and policy making
  • Should we, and can we, construct a vibrant European sphere for eParticipation?
  • Local level eParticipation is leading the way - how can it be woven into how we do politics and policy making at all levels?

To exemplify in more detail some of the above issues, the Demos@Work project will provide a detailed illustration of how European-wide discussion between elected representatives and civil society on emerging policy issues can have a potential impact on all countries within the European Union. The issue selected is the harmful effects of smoking. Real-life demonstrations and analyses will be given, accompanied by relevant contributions from policy-makers and MPs.

Topics covered, based solid research results, accumulated implementation experience and going beyond theoretical approaches, include:

  • Electronic participation systems at local, national, regional or international level
  • Processes for engaging both MPs and MEPs
  • Approaches for enhancing the participation of civil society in the decision process
  • Legislation-oriented eParticipation systems, involving NGOs and representative bodies
  • Argument visualisation and semantic annotation techniques

The target audience includes:

  • eParticipation Research Project Members
  • European Commission officials
  • Representatives of industry and academia
  • National Government and Local Administration officers interested in cutting-edge advancements in the research of electronic participation

The workshop is not part of the 7th eee|Gov Days and entrance is free.
