Paul has undertaken research and consultancy on ICT, eGovernment and social inclusion in the UK and overseas for more than 25 years. Research in recent years has focused on the role of the Internet, information and technology in society. He was a member of the advisory groups that determined UK eGovernment strategy in 2000 and in 2008 was a member of the group developing the UK Digital Inclusion strategy. He has acted as adviser to the OECD, the EU, the UK Cabinet Office and many other departments and overseas governments in evaluating and developing eGovernment policies and the use of ICT to enhance the transformation of service delivery and to ensure socially excluded groups benefits from the introduction of ICT 1980 - 1983 PhD research investigating ‘Factors contributing to small business success’, Leeds Metropolitan University
