Educated at the University of Tartu, where he earned a diploma in mathematics and at Scientific Academia USSR (Moscow) where was defended the degree of PhD. Uuno Vallner works for Ministry of Economic Affairs and Communications of Estonia as head of eGovernment Division. He has been an initiator of several IT infrastructure project in Estonia: Single point entry to government resources, portals of Estonian government and prime minister, trust environment X-road, eCitizen environment. He is responsible for interoperability framework of Estonia, member of EC Pan-European eGovernment Services Committee and member of EC Interoperability Expert Group.
