Yannis Charalabidis is Assistant Professor in the University of Aegean (UoA) in the area of Information Systems and Electronic Governance, in the Department of Information and Communication Systems in Samos. He is also heading eGovernment & eBusiness Research in the Decision Support Systems Laboratory of National Technical University of Athens (NTUA), planning and coordinating high-level policy making, research and pilot application projects for governments and enterprises worldwide.
He has been an executive director in Singular IT Group, serving from the positions of Knowledge Manager, Projects Manager, Director of Product Development, VP Strategy and Deputy General Manager. He has also been the CEO of Baan Eastern Europe Localisation Centre SA, a joint venture of Baan Company and Singular, specializing in ERP localisation for more than 25 countries in Eastern Europe, having offices in Greece, Poland and the Netherlands. Previous employments include Siemens-Nixdorf in Germany and Bull SA, France.
His scientific and technological interests include e-Government and e-Business information systems and services, interoperability and standardization, eParticipation Systems and Open Governance, Government Transformation and Future Internet Systems and Services.
During the last 20 years he has been involved as a project manager or key executive in more than 50 projects under the ESPRIT, Brite-EUram, FP6-FP7 programmes and National Initiatives in European Union, Asia and the US. Among them, he has been the Project Manager for the Greek National Interoperability Framework, Project Manager of the Greek Interoperability Centre, coordinator or chief expert in several FP6-FP7 projects (GENESIS, LEXIS, WEB-DEP, FEED, MOMENTUM, PADGETS, CROSSROAD, COCKPIT, ENSEMBLE). Yannis serves as high level expert on governance and interoperability issues for administrations and enterprises in Greece, Albania, Cyprus, Bosnia-Herzegovina, Lithuania, Montenegro, Russian Federation, Serbia and Turkey.
He has been a contributing member in several eGovernment and eBusiness standardization committees and initiatives, including CEN/ISSS standardisation committees, ETSI/B2B Interoperability Standardisation, INTEROP-VLAB standardisation committee, NESSI iGOV Working Group, DEMONET eParticipation Network, European Commission Interoperability Cluster (as an editor of the Enterprise Interoperability Research Roadmap), European Commission Future Internet Enterprise Systems Cluster, IDABC/EIF, SEMIC.EU, European Interoperability Observatory, IFIP WG 8.5 on Public Administration Systems, US Executive Interoperabilty Council. He also serves in high-level committees in the Software and Services industry, in collaboration with research centres of Microsoft, SAP, IBM and ORACLE.
He has published more than 100 papers in scientific books, journals and conferences, and he lectures on eGovernment, eBusiness and Interoperability in the National Technical University of Athens and the University of the Aegean. He is Best Paper Award winner of the eGOV 2008 Conference (DEXA, IFIP) on eGovernment Transformation, HICSS 2009 Best Paper Nominee in eGovernment, and 2009 European eGovernment Awards Finalist, with the Greek Interoperability case. His new book on "Interoperability in Digital Public Services and Administration" is published in 2010 by IGI Global.
Yannis is an Electrical & Computer Engineer (BSc, MSc) and holds a PhD in Complex Information Systems from NTUA.
