IÂ have dedicated my professional career to the domain of Information Society and implementation of eGovernment services, in accordance with European strategies, due to my educational background in Sociology and my interest and believe in the real potential and impact of Information Society in restructuring the society.
I have been working for more than six years as Expert in eGovernment services and external relations expert in an European Project Unit and also in an IT Projects for European Integration Unit and for eight months (from May 2009 until January 2010) I was Head of Strategic Development Unit at The Agency for Information Society Services (ASSI), the former General Inspectorate for Communications and Information Technology, subordinated to the Ministry of Communications and Information Society from Romania. My main duties included contributing to the strategy of the organization regarding the implementation of the eGovernment services and the efforts of making them interoperable with the European IT projects, according to the European policy and strategies.
As Head of Strategic Development Unit I was working at the strategic planning for development of electronic systems operated by ASSI like Electronic System for Public Procurement (
http://www.e-licitatie.ro), the National Electronic System (
http://www.e-guvernare.ro) and the IT system for the electronic assignment of road transport authorizations (
http://www.autorizatiiauto.ro) from Romania. Themes like interoperability of the electronic systems, recognized authentication and certification were in the center of our approach, as institution with attribution in eGovernment services in charge with the operation of electronic systems at the national level.
I was responsible of PEPPOL Project (Pan-European Public Procurement On-Line (
http://www.peppol.eu) and point of contact on behalf of Romania in relation with PEPPOL Consortium, for the development of the Electronic System for Public Procurement from Romania (
http://www.e-licitatie.ro) in accordance with the specifications regarding the interoperability of eProcurement systems at pan-European level.
My competence areas are eGoverment services and Information Society policy, strategic planning and development, European affairs, European relationships, project management, organizational culture and research and coordination of sociological research.
I have continuously improved my educational background taking the courses of European Affairs regarding EU normative system but also a general training program in European Affairs, Project Management and Project management for the European funds projects, training of Media Communication and efficient strategies of communication in business and the National School of Social Statistics.Â
My believe and vision are that European Information Society policy needs the holistic approach of the specialists in Sociology in order to design a Information Society for the citizens, for the needs of Governments but also addressing the needs of its users, the citizens.
