I totally agree with you that the infrustructure is important - Lithuania has really good internet access in urban and rural areas, even free wi-fi in the centres of largest cities.
At the moment our organization is focusing on promoting safety online issues and e-services usage. We believe that good internet infrastructure and computer literacy knowledge should be used for further development of information society.
Nice case!
Nice case in Lithuania, mainly because it is focusing for both rural and urban people. The majority of e-gov/e-governance projects are for middle class, young, inside the downtown of big cities. In Brazil, the big challenge for doing something on the same scale and framework is about our infrastructure. We simply don't have internet broadband access in several states, including on the heart of Amazon Forest. How can we develop and improve people without internet access? The average connection is about 50 kbps while in Rio de Janeiro is 1MB. Also, it is important to highlight how much are the percentage of disability group, unnemployed people and rural on the country. The number can help researchers to make studies for continuing improving public policies. Further, the lessons learnt are towards management improvements and cultural of civil servant. Changes on these aspects are really hard. I clap my hands for Lithuania.
