The European Civil Registry Network (ECRN) project has been publicly launched on 18-19 June 2008 during a kick-off meeting held in Castel San Pietro near Bologna, Italy.
The newly launched ECRN project concerns the establishment of a pilot among the Civil Acts Registries of National Administrations, with the set-up of an experimental system designed to ensure both the safe transmission and the certain identification of the civil acts (birth, marriage and death) exchanged among the local administrations of the EU Member States.
By strengthening the administrations' ability to use new technologies, the ECRN project is intended to increase the efficiency and effectiveness of the local administrative action in the European context while reducing inherent costs.
Further objectives of the project include improving the administration-to-citizen relationship, shortening delays for the public bodies to manage procedures connected to citizens’ civil status, and enabling citizens to reply in due time to requests for pertinent documentation or certificates.
At first, several validation sites will be developed in four countries (Belgium, Germany, Italy and the Netherlands). A business plan for full service development will be defined later on. The project will use dissemination instruments along the way while broadening its experience and possible usage.
Involving stakeholders from Belgium, Germany, Italy, the Netherlands, Romania and Slovenia, the ECRN pilot is supported by the European Union under the ICT Policy Support Programme (ICT PSP).

The agreement to enter the ECR_Platform was signed by Janusz Kubicki, the mayor of the City Zielona Gora, and Paride Gullini, President of Anusca and coordinator of ECRN. The exchange protocol ceremony was held with the participation of Vice Major Dariusz Lesicki, Tomasz Brzozka, Wladyslaw Penar, and the ECRN representatives Antonio D’Amico and Maurizio Pallotti.
The invitation to Zielona Gora to collaborate with ECRN project sharing its vision and contributing to the achievement of its objectives started in 2009, and it was welcome by  Zielona Gora that demonstrated its commitment to the testing of innovative ECRN system for the electronic documental exchange among civil registries. The responsible for the ECRN activity in Zielona Gora will be Mr Tomasz Brzozka, Head of the Register Office and president of the Association of the Registrar of the Republic of Poland (SUSC RP - Stowarzyszenie Urzędników Stanu cywilnego Republic of Poland), which is a member of the European Association of Professional Civil servants and State officials, (EVS).
The ECRN consortium ensured its commitment for assistance and training to the new Administration  for the documents exchange ECRN Tool.
