In June 2010, the Romanian Ministry of Communications and Information Society (Ministerul Comunicaţiilor şi Societăţii Informaţionale, MCSI in Romanian) embarked on the 'National Programme for Supercomputing' whose aim is to modernise the services and the information systems of the public administration.

The MCSI in cooperation with the National Centre of Management for the Information Society (Ministerul Comunicaţiilor şi Societăţii Informaţionale, CNMSI, in Romanian) transferred the Information and Communication Technology (ICT) infrastructure of the National Authority for Consumer Protection (Autoritatii Nationale pentru Protectia Consumatorilor, ANPC, in Romanian), to a supercomputing technical platform, an Infrastructure as a Service (IaaS) solution.

This technology allows the public institutions to benefit from the equipment and infrastructure of the next generation services and make better control of their expenditures, avoiding costly ICT purchasing and maintenance. Thus, the electronic services of ANPC will be accessible to more than 650 users, in real-time and on a national level.

The IaaS approach, which is included in Romania's national strategy and in the 'National Programme for Supercomputing' allows virtualising systems that are already in operation or under implementation, while ensuring at the same time full security, data privacy and ownership by the concerned public body. CNMSI, established under the Decision 1439/2009, is a public institution with legal personality, under the auspices of the Ministry of Communications and Information Society, mainly in charge of implementing and operating national information systems supporting electronic governance.
