The Directorate General for Information Society and Media of the European Commission launched on 22 June 2010 a call for tenders entitled 'Survey of Schools: ICT and Education'. The call will remain open for proposals until 10 September 2010.

The contractor is expected to conduct a study whose purpose is to benchmark recent progress made in ICT in education by surveying students and teachers on the availability and use, including competences and attitudes, of ICT at schools.

The study shall, thus, contribute substantially to the development of updated, relevant and efficient indicators as well as to the establishment of a long-term and continuous monitoring system on the ICT use ranging from issues such as frequency, purpose and impact/effect.

To this end, the study will comprise three surveys:

  • a survey of head teachers: to collect information on the schools and their e-maturity as learning organisations;
  • a survey of class teachers: to collect information on the availability and use of, competence in and attitudes towards ICT for teaching/learning;
  • a survey of students: to collect information on students access to (both inside and outside school), use of, competence in and attitudes towards ICT for learning. Formal as well as non- and informal learning should be addressed.

The appropriate survey(s) will be designed and carried out in the 27 EU Member States and Croatia, Iceland, Norway and Turkey. The results will be assessed and discussed in a study report, also containing an extensive set of data charts and tables. In addition, information on the situation in each country will be prepared in the form of a set of individual country profiles.
