'Green procurement' is the national website of the European project 'Buy Smart', funded by the European programme 'Intelligent Energy Europe', which provides free consultation and information material on green procurement.
This is a new national portal on green procurement for smart purchasing, maintained by the Italian National Agency for New Technologies, Energy and Sustainable Economic Development (ENEA). Guidelines for administrative managers and commercial operators in the energy sector and environment may be found in this portal, as well as pertinent information on energy and environmental labels; electronic means of support of green purchases; documents relevant to the training of professionals; an analysis of experiences; and, examples of good practice.
Green purchasing, i.e. buying goods and services complying with certain characteristics of environmental sustainability (Green Public Procurement (GPP)), is establishing itself in the public administrations of all European countries and in Italy, which is in the front row of this action. Green purchasing is placed as a key tool for sustainable consumption and production, able to steer supply and demand towards goods and services with reduced environmental impact.
One of the sections of this website is furthermore dedicated to good practices. Beyond laws and regulations, one may find examples drawn from actual applications of green procurement, both in Italy and in other partner countries, on the purchase of green electricity, household energy-efficient devices, ecological vehicles and materials, among other. Another section is devoted to collected and described energy and environmental labels; major national and European brands and labels of components for construction; electricity from renewable sources for household appliances, lighting, office equipment and vehicles.
'Buy Smart' also involves private buyers, as private companies are increasingly engaged in reducing their CO2 emissions and at the same time, the rising cost of energy taking into consideration the energy consumption of purchased goods and services. In fact, one of the main outcomes expected from the project is an increased share of eco-efficient products in public institutions and the private sector, thus overcoming the barriers that slow down its spread.
