Since 19 May 2009, small and medium business taxpayers of Bucharest and the Ilfov county have had the option of submitting online their "Declaration regarding the payment duties towards the social insurance budget and the unemployment budget of the National Employment Agency" through the National Electronic System (SEN), www.e-guvernare.ro.

So far, this has been possible for large taxpayers only. As a first step, the service has been extended to all legal taxpayers of Bucharest and the Ilfov county. Those legal persons wishing to make use of this feature must request a digital certificate to the Agency for the Information Society Services (ASSI).

The documents required for the issuance of the digital certificate are determined by the Government Decision no. 1085/2003, as lastly amended. More information regarding the issuance of such digital certificates may be found at the following link:

SEN offers the advantage of a government recognised, tested and accepted system. The partnership between ASSI and National Employment Agency (ANOFM) shows their shared commitment to enhance the users' trust by means of regulated and secure systems.

Filing online returns via SEN is as simple as the traditional way which consists in sending electronic mail. It however relies on secure channels, thus offering the guarantee of good delivery and the respect of legal deadlines.
