The new site includes two main areas: one designed for those who will perform the online declaration for the first time this year, the other aimed at users who already declared their income through the Internet in 2007.
New comers can create their personal subscription space at the French portal for Taxes www.impot.gouv.fr whereas last year users are requested to make sure that they still have access to their personal space.
The online pre-filled tax declaration will be made available online to both types of users as of 2 May 2008. Validation will be easy for users that will only have to check their declaration, fill in likely missing information if needed, and submit it online.
The new website also informs on the advantages of the online declaration (€20 tax discount for the first online declaration, additional time to return the document, etc) while providing a calendar to perform it.

100 projects on social computing (web2.0) in public services -
We just published in the community "Social computing for public services 2.0" a database of more than 100 cases of social computing public services.

It is a work in progress within the IPTS research project, now for validation and by definition never fully complete. The authors (TNO) use this list to identify the key areas of impact of social computing on public services.

I have a list of initiatives, but I have to clean it up and update it.
In the meantime I will send three initiatives that I think are very interesting:
1) SIMI (Innovation System of Minas Gerais State, Brazil)
A social network website where users can create their profile, engage in online discussions and share files. It is a state government initiative, which aims at raising interaction among entrepreneurs, scientists and government officials who innovate or perform innovation related activities.

2) New Zealand Participation Wiki
Created by the State Services Commision (SSC), it is a wiki designed for policy-makers and newzealanders to discuss issues related to citizen participation. The SSC has also developed a "Guide to Online Participation for the New Zealand State Services with important input from the Participation community of practice and international validation"

Interesting website, but accessibility issues
It is a shame that the website - which does address a real need - was not designed to serve all tax-payers, including those with disabilities: turn images off, you don't know what it's about... Open it in a text-mode browser, you can't browse or use it...
It seems that all French administrations are not yet aware that the General referential of accessibility for Administrations is published ( http://rgaa.dgme.fr/ ), and that its pragmatic guidelines give interesting advice to fulfill the legal requirement for an administration web service to be accessible to all (art 47 of French law 2005-102)...
Edit: Sorry, I didn't make it clear that this comment was referring to the French tax declaration portal and not to epractice.eu, which is in my view a great example of modern and quality web design, even if it can still improve its accessibility. Congrats to all your team for this great resource!
