Each year, central and local eGovernment achievements are surveyed under a programme sponsored by the Dutch Ministry of the Interior. As well as the annual rankings, Overheid.nl Monitor conducts continuous eGovernment assessments, which include elements of self-assessment and self-improvement by the authorities concerned.
An evaluation of the websites run by local, provincial and central government was the main feature of the 2007 annual survey. The sites were checked for transparency, participation and accessibility. For local but not central government, the level of services linked to each site was also assessed. Rotterdam emerged as the top municipality, with 91.40% of the available points. It has put almost all of its proclamations, permit procedures and regulations on-line. It also keeps citizens informed about processing times and complaints procedures. And almost all of its 34 ‘municipal products’ are electronically accessible. Zeeland was the best eGovernment province, while the Ministry of Health, Welfare and Sport topped the central government category.
The annual surveys also analyse each administration’s e-mail responses, measure the ‘digital service provision percentage’, and look at client satisfaction with the eServices on offer.
