13 projects presented by local authorities - communes, groups of communes or district councils (departments) - have been selected by the French Ministry for the Civil Service and the Reform of the State to experiment the 'Daily Life Card' project, it was announced on 9/7/2003.
The 'Daily Life Card' (Carte de Vie Quotidienne - CVQ) is intended to be a locally delivered and administered entitlement smart card providing citizen identification and authentication for accessing (an sometimes paying for) a series of public services delivered locally: social services, transport, car park, sports, leisure, culture, education, etc.
About 60 applications were submitted following the call for proposals issued by the Ministry last March, and 13 were selected to run pilot projects until the end of 2005. These pilots will benefit form financial and technical support provided by the Ministry, the Agency for the Development of Electronic Administration (ADAE) and the 'Caisse des Dépôts et Consignations', a state-owned financial institution.
