The benchmarking of 20 key public e-services identified by the European Commission as part of its eEurope initiative has entered in a new and interactive phase. Entitled "Top of the Web" , an online benchmarking study has been launched, requesting over 4,000 persons managing systems providing one or more of the 20 key public services within the EU (plus Iceland and Norway) to put a user-questionnaire on their site for feedback on the quality of their e-government services.
Results of the benchmarking surveys will be posted on the top of the web site as they are collected, and e-service providers and webmasters will receive feedback about the use and quality of the e-services they provide. Top of the web will also enable providers of e-government services to compare their performance with that of other providers in their own country and across Europe.
The survey runs until July 2004. Public webmasters who are operating one of the 20 key e-services and have not been contacted may still join the survey via the top of the web site, operated by private contractors under a contract with the European Commission's Information Society Directorate General.
