During the 14th 'Cities on Internet' Conference, that took place on 23-25 June 2010 in Zakopane, Poland, the event participants signed a memorandum calling on the Prime Minister to take a number of actions which would finally deliver a decisive impetus for the development of the Information Society.
13 million of Poland's adult citizens are digitally illiterate and the lack of Information and Communication Technology (ICT) competences is one of the main causes for low innovation in the Polish economy. Close to 90Â % of citizens do not use eGovernment services, and on top of that until now Poland has spent a mere 1Â % of funds allocated for innovative ICT projects.
The document calls for an immediate creation and implementation of a universal digital education programme for adults under the banner 'Polish Internet of equal opportunities', aimed primarily at adults of over 45 years of age, the rural population, the disabled, women as well as the public sector employees and decision makers.
Other actions set forward by the Memorandum include:
- Urgent update of the National Cohesion Strategy;
- Creation of a central, operational and competent management centre for public investment in ICT and competence building actions;
- Creation and implementation of a programme for alternative use of ICT solutions in education, relating to the needs of the 21st century.
