The fulfillment of the rights and obligations under the Law on Citizens' Electronic Access to Public Services (LAECSP), Law 11/2007, has been one of the major challenges within the modernisation of the Spanish eGovernment in recent years.
Until the 11/2007 Law's adoption, the Public Administrations were those that decided in which situations, on which days and at which time, and through what channels the citizens were granted electronic access to public services. The picture is modified by this Law which states that the Spanish Administration has to make access available for citizens to interact electronically before 31 December 2009. It also states what technology and systems are required to give citizens the opportunity to interact with the Administrations electronically with full availability and in a more effective, efficient, faster, easier, closer and more transparent way. Nevertheless individual regions were and still are bound by funding constraints.
In this context, Fundación Orange in collaboration with Capgemini Consulting has developed a Study of the implementation in the Spanish Regions (Autonomous Communities) of Law 11/2007 on Citizens' Electronic Access to Public Services. This study covers the progress rating. The main objective of this study was to give an overview until March 2010 of the compliance and availability of services, facilities and equipment in the different regions and to identify future development needs for the fulfillment of the Law's requirements. Administrations have made more or less effort to comply with the Law. According to the methodology used in the study, the Autonomous Communities have a ratio of 70 % compliance with the Law.
