Description (short summary):
This document intends to explain further how Member States should implement the monitoring and reporting of the 'INSPIRE Directive' (Directive 2007/2/EC of the European Parliament and of the Council of 14 March 2007 establishing an Infrastructure for Spatial Information in the European Community) based on the Commission decision regarding INSPIRE's monitoring and reporting dated 5 June 2009. It should be seen as a guideline that explains how the necessary information can be collected and how monitoring and reporting can be implemented.

This document also describes the procedures to be used for calculating the indicators. Though the guidelines will not provide any tools for automating monitoring, they propose an approach which will help Member States to collect the data needed with the help of a spreadsheet described in this document and provided separately on the same website.

These guidelines are also accompanied by a template for reporting. It is up to the Member States to decide how they will coordinate the work; also establishing some web functionalities to collect the information or automate the procedure remains the entire initiative of the Member States and is out of scope of these guidelines.

This document must be seen as a living document; meaning that it can and will be adapted over time in the light of experience and through the clarification of issues raised by the Member States during the implementation process.
