This document is the final version of the report “Interoperability Study” conducted by the project “Study on Interoperability at Local and Regional Level” funded by the European Commission under the MODINIS programme.

The aim of this Study is to improve stakeholders’ understanding of interoperability (IOP) at the local and regional level. This report is based on the analysis of stakeholders’ needs, IOP good practice cases in Europe, relevant literature and the feedback of stakeholders.

The overall objective of the study on local and regional interoperability is to address the following:

  • Status of local and regional interoperability in member states
  • Key success factors of local and regional interoperability
  • Key barriers of local and regional interoperability
  • Recommendations to different stakeholders.

Interoperability - an excellent study available

Interoperability is an important theme for local, regional and national level. To achieve it, the excellent MODINIS Interoperability study gives very useful practical recommendations, based on cases, discussions in workshops and further analysis. At the European level the findins are very interesting also for the upcoming large scale pilots on eID and public eProcurement and for the next version of the EIF…

The Gartner report on the upgrade of the IDABC IEF vs.1.0 to vs.2.0 focuses on the purpose of interoperability: Public Services where Needed. The report proposes a framework for pan-European public services, building on the eGovernment achievements of individual member states. The report identifies issues or barriers that need resolve prior to full-scale deployment.
