The Web Structure of E-Government - Developing a Methodology for Quantitative Evaluation

Description (short summary):
This paper describes preliminary work that examines whether statistical properties of the structure of websites can be an informative measure of their quality. Its aim is to develop a new method for evaluating eGovernment and to improve evaluations in this field by using a range of techniques from webmetric and social network analysis. To pilot the methodology, the authors examine the structure of government audit office sites in Canada, the USA, the United Kingdom, New Zealand and the Czech Republic.

This paper has been presented at the E-Applications Track of the 15th International World Wide Web Conference in Edinburgh (23- 26 May 2006) and has also been published in the conference proceedings.
