Description (short summary):
This report presents the results of the fourth benchmarking exercise on the progress of online public services in Europe. Next to measuring the percentage of online sophistication of basic public services available on the Internet, this study also measures the percentage of public services fully available online in the 15 EU Member States, plus Iceland, Norway and Switzerland. The survey, conducted in October 2003, found that the level of online availability and sophistication of public services had increased in almost all countries. Overall, this level grew 7 percentage points to reach 67%, compared to 60% in 2002 and 45% in 2001. It also found that 45% of the services surveyed were fully available online (i.e. had reached the highest possible level of sophistication), compared to 35% in 2002 and 20% in 2001.
