Description (short summary):
This report presents the results of the fifth benchmarking exercise on the progress of online public services in Europe. As in previous editions, the survey focuses on the online availability and sophistication of 20 basic public services (12 for citizens, 8 for businesses). Next to measuring the percentage of online sophistication of basic public services available on the Internet, this study also measures the percentage of public services fully available online in the 25 EU Member States (the new Member States being surveyed for the first time), plus Iceland, Norway and Switzerland. The survey, conducted in October 2004, shows that the level of online availability and sophistication of the 20 services surveyed has continued to increase to reach an average score of 65% (53 % for the 10 new member states and 72% for the other countries, up from 67% a year earlier). Over 90% of public service providers now have an online presence, and 40% of the 20 basic public services are fully interactive. Public service delivery in the EU is thus situated between one-way interaction and two-way interaction. The main challenge going forward is to ensure that e-government services are used as widely and extensively as possible, so as to deliver the maximum possible efficiency gains for business and citizens.
