This month's newsletter contains information about important news and events in the area of open source software in Europe. You may also want to check the Events section to plan your participation to major OSS events this summer and autumn.
We would like to remind you that the OSOR search engine can be used to locate open source software hosted in the OSOR.eu forge and its federated forges. This search is mainly performed on the project descriptions, so, if your OSS project in one of the OSOR federated forges has only a brief description, please try to improve it and bring it a step closer to other public administrations in Europe.
In case you are managing open source software that complies with the ten principles of OSOR you may want to consider registering your project with OSOR.eu. Simply login and upload your Free/Open Source Software projects or simply register your software with OSOR.eu, thus making your project searchable through the search engine. Registration is free of any obligations, but compliance with the 10 principles is needed. You can terminate your account any time in the future if you wish to.

IE: National Library wins national open source award for its online catalogue

The National Library of Ireland received the Open Source eGovernment Award for its online catalogue in Ireland's eGovernment Awards for 2011, held on 23 March in Dublin Castle. The award recognised the National Library's use of open-source software in its Single Discovery Interface Project, particularly the VuFind Discovery Interface and the Apache Solr search platform, to improve and simplify access to its collections. The judges decided that the award was merited not only by the use of open source but because the Library had 'taken another step up entirely' through its practical participation in and contribution to the VuFind project.

MK: Public involved in finalisation of national Open Source policy

In the course of March 2011, four public meetings were organised in cities of the former Yugoslav Republic of Macedonia in the aim to promote and discuss the draft National Policy for Open Software, by involving the public in the process of finalisation of the text. At the same time, the events marked the last stage of the project for the adoption of this policy.

EU: PEPPOL and the European Commission: First electronic transaction in production

EU: Commission fully committed to promoting interoperability

The European Commission remains fully committed to promoting interoperability as was recently expressed in its formal answer to the written questions of the Greens/ European Free Alliance (EFA) in the European Parliament.The European Commission (EC) declared that it is "confident that (its) infrastructure supports all the major IT standards and specifications, be it with open-source or with commercial software."

SE: Framework agreement increases use of open source

Sweden's public administrations, municipalities and health care are lately increasingly turning to free and open source software solutions, following legal clarifications made to a public procurement framework contract. From April 2011, a new framework agreement makes providers of services based on this type of software legally responsible for issues pertaining to copyright, licences and distribution.

EU: SPOCS pilots to go live on 1 July 2011

The SPOCS (Simple Procedures Online for Cross-Border Services) pilots are expected to go live on 1 July 2011. The live pilots will run for at least 12 months, including extra pilots for a duration of 8 months. SPOCS is a large-scale pilot project that was launched in May 2009. It aims to develop an interoperability layer to foster the cross-border services in Europe by making it easier for the service providers to deal with their administrative formalities electronically through the Points of Single Contact (PSC) that the EU Member States have set up for businesses.
