Welcome to the newsletter of the eProcurement Forum on ePractice.eu!
This bi-monthly newsletter summarises the recent activity that relates to the eProcurement world as it appears on the ePractice website. Interesting news, events, library items and cases were recorded in April. The eProcurement forum is currently working on the eProcurement map (a map of activities having an impact on the development of European interoperable eProcurement solutions). As a member of the eProcurement forum, you are highly encouraged to support the production of the fifth edition of the eProcurement map by sending related information on your project, initiative, and key activities at info@epractice.eu.
Different projects and initiatives will also be discussed during the eProcurement workshop that is planned to take place in Brussels on May 25th. This workshop with title: “eProcurement in the time of economic crisis†will be an interesting occasion to discuss and network. This workshop is currently open for registration and is accepting presentation proposals at events@eurodyn.com. GR: Presentation of eAuctions in public procurement

Former Deputy Interior Minister Dinos Rovlias held a presentation on electronic auctions (eAuctions) in public procurement at a Cabinet meeting on 25 January 2011. Mr Rovlias introduced eAuction as one of the stages of public procurement via electronic means. According to the presentation, eAuctions only apply when the specifications of bids can be determined by a completely accurate method. eAuctions provide the opportunity for cost improvement, as well as improvement in other aspects of the tenders, but only if these aspects are suitable for automatic evaluation electronically.

EU: Submission deadline for PEPPOL Call1 extended to 8 March 2011

The submission deadline of the Call for proposals for the participation in the PEPPOL
(Pan-European Public Procurement Online) Consortium (Call1) has been extended one week. Thus, the new deadline for submission of proposals is now on 8 March 2011, at 15:00 CET.

IT: Consip launches new public eProcurement platform

In February 2011, Consip, the central purchasing body of Italian Public Administrations, launched the new edition of www.acquistinretepa.it, the national eProcurement platform for the purchasing of public goods and services that Consip operates on behalf of the Ministry of Economy and Finance.

UK: Government offers free public procurement eCourse for businesses

The UK Government's Department for Business, Innovation and Skills (BIS) has launched a free public procurement eCourse for businesses. 'Winning the Contract' was launched in January 2010 and is designed to help businesses learn about public procurement and how to bid for public sector contracts.

EU/NO: PEPPOL infrastructure to be the backbone of eInvoicing in Norway

The Norwegian Agency for Public Management and eGovernment (Difi) is opening up the private market of value added network providers (and others), allowing them to become access points for electronic invoicing. Instead of a single government managed access point, it has recently been decided that Difi will encourage the private sector to provide access points based around the Pan-European Public Procurement On-line (PEPPOL) infrastructure and related standards, making PEPPOL the backbone of public electronic invoicing in Norway.

LV/EU: Latvia signs up to eCall, the pan-European accident-notification system

Latvia signed the eCall Memorandum of Understanding (MoU) on 31 March 2011, and thereby became the 21st EU Member State to commit itself to support the timely implementation of eCall, the pan-European accident-notification system.

EU: PEPPOL seeking Partner for Support though Pilot Phase Implementation

The PEPPOL (Pan-European Public Procurement Online) project announced on 24 January 2011 a call for proposals for a consultancy partner to provide support throughout the remaining pilot implementation phase of the project. The deadline for submission of proposals is 1 March 2011. A total budget up to € 2 million is available, foreseen for the new partner with a European Commission (EC) contribution of up to 50 % or € 1 million and an equal investment by the partner.

EU: Commission awards new EU legal status to cross-border databank

EU: The comparative Survey on Public Procurement systems across the PPN

The Italian Presidency of the Public Procurement Network (PPN) has launched a comparative survey on the existing Public Procurement system in European countries, with regard to national legislation, the institutional system and the review procedures. Since the approval of EC Directives 2004/18 and 2004/17, the Public Procurement system has significantly changed in EU countries, both in the legislative and in the institutional framework. The study aims at providing an update of the national legislation and the structures responsible for Public Procurement in Europe, within the key disciplines of the existing EU framework.

EU: e-Certis End User Guide

This document describes how to use the e-CERTIS application from an end-user perspective. e-CERTIS is a free, on-line source of information and has been designed to help companies and contracting authorities to cope with the different forms of documentary evidence required for cross-border tenders for public contracts and to identify mutually acceptable equivalents. This can be done quickly, using a range of search criteria, including keyword searches in the original language of the document being searched for.

In this Project are available categorized archive videos as well as live programs. The archived videos include some of the educational films prepared by the Ministry of Agriculture and Rural Affairs Publication Department. The number of these films is increasing day by day. The educational films have also been categorized by their topics. In addition to archived videos, there are live programs addressing issues on the agenda.

Pan-European Public Procurement Online

PEPPOL (Pan-European Public Procurement Online) aims to implement common standards enabling EU-wide public eProcurement. Existing national systems of electronic public procurement will be linked so that all participants can enjoy the full benefits of a single European market. The broader vision of PEPPOL is that any company in the EU can communicate electronically with any EU governmental institution for pre-award and post-award electronic procurement activities.
