Welcome to the new edition of the eProcurement Forum newsletter!

The period since April's edition was quite interesting with two major highlights: the issuance of the first electronic invoice using the Open e-Prior infrastructure and the organisation of the eProcurement workshop. Open e-Prior is a service oriented platform, allowing the European Commission, European Union Institutions and their suppliers to exchange post-award documents using web services.

In May the workshop 'eProcurement in the time of economic crisis' raised issues and launched debates on the way eProcurement is being accepted in this time of economic crisis. The workshop took place on the 25th of May in Brussels and was attended by more that 50 experts, European Commission officials and academics. Participants noted that the workshop 'tackled all issues from various perspectives highlighting interesting cases.' The discussion stirred ongoing attention which is still continued on ePractice following a set of interesting questions discussed online. The questions relate to the position of SMEs in the eProcurement world, the impact of making eProcurement mandatory, and on interoperability. Your opinion counts and the eProcurement Forum is looking forward to reading it!

All presentations and supporting documents are now uploaded online and can be found under the workshop announcement page. The full workshop proceedings will be available next month under the same page; a link will be provided in the upcoming August newsletter.

IT: New version of the public authorities' eProcurement platform is proving popular
In the six weeks of its operation, the new version of www.acquistinretepa.it, the national Italian eProcurement platform for the purchasing of public goods and services, handled over 12 000 orders (deriving from framework contracts and eMarketplace) and posted 2 500 calls for tenders on the MEPA through Requests for Quotation (RfQ), it was announced on 1 April 2011. In addition, 6 500 new users have registered, to complement the nearly 50 000 from the old version of the platform.

MT: Call for tenders document purchase will be exclusively online from June 2011
From 1 June 2011, Maltese Government tender documents will be available to purchase only through the website of the Department of Contracts, it was announced in April 2011. To participate in the public procurement process and thus make use of this service, organisations must be registered. Registration is free and without any commitment, and even though it is subject to a verification process, accounts are usually activated within a day. Maltese organisations must obtain their electronic ID (e-ID) and subscribe to the Department of Contract's eServices through the Government of Malta's MyGov portal. Foreign organisations can continue registering on the Department of Contract's website

SE: Study recommends the creation of a national advertising database for public eProcurement
A government study in Sweden has concluded that there should be a national database under state management for advertising the calls for tenders of public authorities, it was announced on 26 April 2011. The study also concluded that there is no need for a national platform on which contracting authorities and bidders would conduct the procurement process.

IT/PT: ANCP renews collaboration protocol with Consip SpA
The National Agency for Public Procurement (Agência Nacional de Compras Públicas - ANCP, in Portuguese), recently renewed its collaboration agreement with Consip SpA, the central purchasing body of Italian Public Administrations. Initially signed in October 2009, this protocol aims to exchange experiences between the two public procurement agencies.

NO: 60 000 Doffin users asked to provide input for upgrade
Around 60 000 users of Norway's national database for public procurement (Doffin) were consulted during May 2011 on how to improve it, in anticipation of an upgraded version starting on 1 January 2013. Doffin aims to enable Norwegian public authorities to comply with the national public procurement regulations by facilitating the creation and publication of tender notices. Since all notices are published on the Doffin website, it is also a useful resource for suppliers interested in business opportunities in the public sector, and so contributes to easier and safer public procurement. On a normal working day, between 7 000 and 8 000 users visit the website.

EU/NO: First PEPPOL invoice received by the Norwegian Public Sector - first PEPPOL invoice flow in production
An important step towards realising the EU-wide standard for eProcurement PEPPOL (Pan-European Public Procurement Online) was recently taken when Bergen Hospital Trust (Helse Bergen) in Norway, received an electronic invoice from their supplier using the PEPPOL transport infrastructure (START). Bergen Hospital Trust is the first Norwegian receiver of an electronic invoice that has been transferred using the PEPPOL infrastructure.

EU/GR: Greece becomes the first EU Member State to use Open e-PRIOR
The European Commission's Directorate-General for Informatics (DIGIT) presented a workshop at the University of Piraeus (Athens), the outcome of which was the successful set-up of Open e-PRIOR, as a test implementation, on a Linux Server hosted in Piraeus, making Greece the first European Country to use Open e-PRIOR since 8 March 2011.

EU: PEPPOL and the European Commission: First electronic transaction in production
On 17 May 2011, two invoices were sent by a British telecommunications' provider using the PEPPOL* Infrastructure and were successfully received in production by the European Commission, Directorate-General for Informatics (DIGIT).

EU: 2010 Evaluation of the eProcurement Action Plan
This evaluation assesses the advances made in the adoption of eProcurement since 2004 and the contribution of the Commission's 2004 'Action Plan for the implementation of the legal framework for electronic public procurement' to that progress. It focuses on pulling together a picture of the current state of play and identifying what has changed while it identifies outstanding challenges and issues which need to be resolved.

FR: Perceptions of Electronic Procurement - Summary
This is the summary of the qualitative survey, which was carried out between 18 July and 1 October 2007 at the request of the French Ministry for the Economy, Finance and Employment. The survey was based on individual interviews on perceptions of the dematerialisation of public procurement (e-procurement), together with the drivers and impediments to its utilisation.

It aims at consolidating public procurement as a key element of the SMEs business strategy by adapting and improving the services offered to their support. An increased participation of SMEs in public procurement will allow the unlocking of their growth and innovation potential with a positive impact on the European economy.

BE: European Commission Conference on the Modernisation of European Public Procurement Policy
Commissioner Michel Barnier invites all stakeholders interested in public procurement to discuss the future orientations for the modernisation of the EU legislative framework for public procurement. At this Conference, the Commission will present the results of the ex-post evaluation of the existing legislation and the public consultation via the Green Paper launched in January 2011.
