Case Abstract

The GIS system of Zalaegerszeg’s official portal is founded on a well structured geo-database (DAT - Digital Base Map). It is a client-server solution and Autodesk MapGuide based system, which provides a uniquely fast search and data visualization. The electronic administration system (integrated into the portal’s interface) is running since January 1st, 2008 according to proceeding-types and services declared in the municipal decree. Regarding the portal it is also worth to mention that its editor interface (Portalware Licoms editoring system) allows certain publicable information to be directly uploaded without any web editing knowledge.

Policy Context and Legal Framework

The development and operation of Zalaegerszeg’s portal and electronic administration system are governed by the domestic legislative provisions of local civil service and municipalities, while for the geographic information system measures of the digital base map (DAT – Hungarian standard) as well as the European Committee of European spatial data infrastructure’s – INSPIRE – guidelines and recommendations are determinative.

Services provided for the business sector:
- Ensuring electronic administration in case of some proceeding type;
- Data provision from the digital mapping registry; assurance of downloadability and accessibility of all relevant blanks from the municipality’s scope of business that relates to the operation of commercial services and their handouts/prospectus;
- On-line business database for local establishments and enterprises. Services provided for the public/city dwellers;
- In the frame of electronic services notification performance in whatsoever case of general interest, data service from the digital mapping register;
- Assurance of electronic administration in case-types determinated by the local regulation;
- Visualization of the information map.

Technology solution

The used innovative technology of the portal is PortalWare Licoms. The electronic administration system is Enterprise Form Engine. For the geographic information systems are: AutoCAD Map 3D 2008, Autodesk Topobase Administrator 2008 ORACLE ASFU, Autodesk Topobase Client 2008 Oracle ASFU and Autodesk Topobase Web 2008 Oracle ASFU CPU. Remarks: presently used solution still based on Autodesk MapGuide 6.5

Impact

It is easily manageable from both user’s and server’s side. Customers of the local government can deal with their affairs with less time inputs, more easily, assisted by requisite data, forms, which they can permanently trace and control in the system.

A cost-effective, flexible, easily usable/manageable software equipment system is available. At the same time it offers a solid base for the execution of continually emerging development demands on the long run.



Track record of sharing

According to the order of TÖOSZ (National Association of Municipalities) “e-go” recognition: 4th place in the large town category in 2005, also "e-go “ recognition: 3rd place in the large town category in 2008.

As a “good practice” it is recommended for large town (districts of metropolitan towns, regional) municipalities.

Lessons learnt

It was an important aspect about setting up the portal to provide an adequate technical opportunity for an uninterrupted and restriction-free execution of all disclosure liabilities, as well as the actuation of the electronic administration system.
