Case Abstract

Youth Association for Habitat (YfH), the facilitator of the network of 73 local youth councils in Turkey, the National Youth Parliament, aims to increase youth participation in decision making processes for sustainable development. Access to information is an essential requisite for participation in social life and decision making mechanisms. Hence, YfH has been implementing a number of ICT literacy and expertise projects at national and international level since 2005 targeting to increase the capacities of young people who will benefit from e-transformation of Turkey and participate in the process as equal partners. The programme, which covers every geographical region in Turkey, has provided face to face trainings for 50,000 people via 600 volunteer trainers and its ECDL e-learning mechanism, offers standardized e-qualifications in youth related subject areas such as e-resources, promotes web 2.0 technologies to enable to develop knowledge, share experiences, discuss and develop policies and promote democratic development.

Disadvantaged youth and in specific young women are targeted. Yet, as there has been the demand from everyone from the society, the programme has provided services for children, elderly and disabled persons at any age.

Policy Context and Legal Framework

YfH is part of the Youth for Habitat International Network and is a legal entity in Turkey. It also served as the secretariat of the intenational youth network. For the last 12 years, Youth Association for Habitat facilitates the establishment and the work of local youth councils. The legal framework of local youth councils is established in 2006 within the framework of the Municipality Law in Turkey.

Youth Association for Habitat facilitates the work of the national network of local youth councils, which is the National Youth Parliamnet in Turkey. Empowerment of Youth for E-transformation of Turkey Programme is implemented with the National Youth Councils all over Turkey.

Believing that the efforts for the advancement of ICT for development need to be complemented by the implementation of strategies based on multi-stakeholder approach, Empowerment of Youth for E-transformation of Turkey covers projects implemented in partnership with UNDP, UNICTDAR, Microsoft, Cisco Systems, Vodafone Foundation and Intel.
