Case Abstract

The TR Governorship of Istanbul Child Data Bank Project (CDB) is a project which was enforced on April 25, 2005 after being developed for the first time in Turkey by a Governorship Computing Service in order to obtain healthier information on children who have been benefiting from the services maintained to protect them from being forced to work and live on the street and facing abuse of all kinds.

Implementation and Management Approach

As much information as possible is stored about the child and updated when necessary. Since the data entry, especially data on girls is very delicate and important, the authorization is done gradually. There are 6 grades:
- Searching Authority : authority to access only the search part and to search records of boys
- Advanced Search Authority : authority to search all children’s records
- Advanced Statistics Authority : authority to obtain city-based statistics from the CDB
- Social Researcher or Psychologist : Authority to search, to enter new child records, to update the present records, to obtain statistics and reports
- Health Personnel : authority to access the records of children connected to the institution s/he works for, to enter medical information and to carry out updates
- Education Personnel: Authority to access the records of children connected to the institution s/he works for to enter educational information, and to carry out updates

Impact, innovation and results

Impact

One of the most important effects of the CDB Project is the fact that it minimized the phone and correspondency traffic to low degree. Since all the firms and institutions in charge use the same data repository now, the correspondence process which used to be required in order to access the background information of the child concerning the institutions in which s/he had previously stayed in and when and why s/he had left the institution has been removed. The speeding up of the process makes it possible to decrease the costs of institutions regarding time and money and also helps the children more quickly and effectively who have to wait until the completion of the process.

Some of the short and medium termed targets of the project are:
- Follow up of the punishment that the family received as a result of making the child work or a similar reason on the short term basis.
- Follow up of the real and monetary help the children receive, the auditing of the help the family receive by providing the data entry in the medium term, reporting the results and speeding up the process of deciding the actions that can be taken through the evaluation of the results,
- Again in the medium term, combining the children map and the poverty zone map of Istanbul through the integration with the SASF (Social Assistance and Solidarity Foundation) Project.
- Obtaining more correct information and direct access to the family address data by collaborating with local government automations.

Besides, the CDB project took up the targets in the Europe 2003 Action Plan as a personal duty and realized the targets of providing a faster access and use for public services and rendering them more efficiently in terms of public needs.

The DB project which has been configured in accordance with the eEurope 2005 Action Plan aimed at meeting the eGovernment needs in the plan and realized some of these needs listed below:
- Enabling the infrastructure that makes it possible for public institutions to work together through data sharing.
- Setting the common normalities and standards regarding the online presentations of the services
- Correct assessment of realizations.
Attempts have been made to reach the target of singularizing the data which was part of the criteria in eEurope 2005, thus it has been worked on to singularize the records in the project by means of an “Identity Sharing System” (ISS) through the use of TR Identity Numbers.

Track record of sharing

The project has an innovative structure since it is the one and only in its field. It has been prepared through the examination of several sites in terms of data structure since there are no other applications that can be taken as example.
Since the applications are web-based, no software is needed on the requester’s side and hence the multiple access (multi-retrieval) is provided through these features. The software based infrastructure enables other institutions to use the project and thus, makes it easier for the project to integrate with other projects.

The participation offers coming from other cities also show that the project is a forerunner. CDB has set an example in all cities and provided that similar projects are realized, a healthy and dependable databank for children throughout the country will have been created. It will also make it possible to obtain more accurate statistics if the data is dependable.

Lessons learnt

Lesson 1 - Within the scope of this project, the children can be observed 24/7, quickly and with healthy data, by decision making authorities

Lesson 2 - The features of this project include following up of the daily service graphics of institutions and thus providing development and auditing.

Lesson 3 - One of the most important effects of the CDB Project is the fact that it has minimized the phone and correspondency traffic to a low degree.
