Strategic initiativeIntercent-ER, the “Agency for the development of telematic marketplaces”, is the Emilia-Romagna’s central purchasing unit. Active since 2005, Intercent-ER has developed and consolidated a system-based strategic approach in procurement policies, promoting technological and cultural innovation in the sector of public tender. Through the public demand aggregation and the most advanced e-procurement tools, Intercent-ER rationalises goods and services purchases of regional Public Administrations (PAs) and succeeds in involving companies, both large ones and SME's. Intercent-ER has significantly improve the use of ICT applications, de-materialisation, simplification and transparency of tenders. This means faster tenders, “sure” payment delay and more competition on provided goods and services’ quality.
Intercent-ER represents the most advanced “community network” active at regional level, with more than 550 regional PAs that purchase good and services through this e-platform - www.intercent.it. In only four years, Intercent-ER has reached highly relevant results, making it one of the most consolidated experiences of e-procurement at national and European level. Between 2005 and 2008, via Intercent-ER, PAs of Emilia-Romagna signed contracts for the acquisition of goods and services for about 700 million Euro. PAs using Intercent-ER’s platform experienced relevant savings, not only from the perspective of lower prices for supplies (with an average 19% savings), but also regarding the procedures’ simplification and the reduction of administrative burden.
To make its activity more efficient and transparent, Intercent-ER stipulates framework contracts binding companies to supply PAs with goods and services under established economical and technical conditions. In 2008, the use of Framework Contracts by regional PAs grew significantly, with a value of supply orders up to 419 million Euro. Health Enterprises are the main users of Contracts, with procurement orders for more than 260 million Euro. In 2008 alone, thanks to Intercent-ER, savings reported by Emilia-Romagna PAs amounted to 67.5 million Euro (+102.7% from 2007).
Intercent-ER is a great opportunity for all regional companies, representing a privileged access to public procurement marketplace.
One of its main quality criteria is represented by the attention paid to eco-sustainability of chosen supplies, introducing parameters of environmental compatibility in its calls for tender (green Public Procurement). In 2008, these initiatives resulted in a drop in CO2 emissions exceeding 6,200 tons.
Main lessons learned are:
§ Management à the introduction of IT must be linked with organization and re-engineering processes;
§ stakeholders’ involvement à a project that implies deep changes into consolidated processes and systems should imply a strong involvement of the actors which the project is addressed to;
§ Importance of the regional level à the results achieved by Intercent ER show that the regional level is the most appropriate to promote efficiency driven by the larger scale of actors available compared to lower levels of government and the opportunity to better respond to local needs, understanding both PA’s demands and local enterprises potentiality.
Intercent-ER represents the most advanced experience of rationalising good and services purchasing procedures at regional level. This is confirmed by the fact that the Italian Government has financed similar projects to other Italian Regions, imposing as a condition the application to Intercent ER’s methodology and technology.
