Case Abstract

Health-EU is the official Public Health Portal of the European Union in 22 languages launched on 10 May 2006. It provides a single point of entry where citizens, administrations and health specialists can find and exchange reliable health related information and data from EU, national and sub-national levels, NGO international organisations. It has also a newsletter published every two weeks which has more than 6 000 subscribers.

The portal is directed at those who want to keep informed about issues affecting their health, and at those who wish to keep up to date with policies and decisions taken at European, national and international level. The Portal is also an important source of information for health professionals, administrations, policy makers and stakeholders. It is accessible to everyone, including older people and people with disabilities, as it follows the internationally recognised rules on accessibility. The Portal also provides expert users with access to statistical databases relevant to public health.

Policy Context and Legal Framework

The Portal is an initiative of the Community Public Health Programme 2003-2008 intended to permit greater involvement of individuals, institutions, associations, organisations and bodies in the health sector by facilitating consultation and participation. In this framework, attention is given to the right of the EU population to receive simple, clear and scientifically sound information about measures to protect health and prevent diseases.

Implementation and Management Approach

The thematic Portal provides European citizens with easy access to comprehensive information on Public Health initiatives and programmes at EU level. The portal is intended to help meet EU objectives in the Public Health field, it is an important instrument to positively influence behaviour and promote the steady improvement of public health in the 27 EU Member States.

The core links, news and events it offers are accurate, up-to-date and trustworthy.

It has received the accreditation of the quality of health content by the international organisation "Health on the net" foundation based in Geneva. In 2007 it has received the European Information Association (EIA) Award for its quality.

The Health-EU portal was financed through the Interchange of Data between Administrations Programme (IDA). Its development is ensured through the EU Public Health Programme. Implementation costs including the staff are as follows:

  • 2004: € 600 000;
  • 2005: € 700 000;
  • 2008-2009: € 250 000;
