Case Abstract

The portal's main task is to make local governments, public authorities and business services more accessible and user friendly to citizens and businesses. Currently, ads are designed for three services: "Real estate tax payment", "Report to the local government" and "What is a property tax?" The project scope includes also 5th level proactive e - service, "Report of the real property tax payment."
E - Service "Real estate tax payment" for citizens and businesses makes it possible to pay property taxes on all of its properties, using the internet. The portal is integrated with eight commercial banks, digital signature, and Mobile signature service providers, offering a large payment for services and user authentication options.

E-Services portal is funded on e-BIZness platform. e-BIZness is an integrated platform that includes a central database, integration with external systems, security system and payment processing system. Integration platform is funded on Master Index concept.

Since year 2011 ther are new e-Service for electronic fishing licencing.

e-BIZness platform use Master Index (MI) concept for system integration.

MI solution is based on central data base (CDB), which stores information on every unique data subject involved in MI. Information stored is data set D(S,i,d,c), where S - data system and its access details, i - unique data subject identifier, d - the type of linked data (estates, allowances etc.) and c - the count of d in system S. These data sets are regularly updated by MI. When a system requests data about some person, CDB returns data sets D - one for every system in which there are registered data about subject's real estates.
Access to MI may be implemented in several ways, but due to design of systems using MI mechanisms implemented are XML Web services and Oracle DB links.
The request to MI consists of the unique identifier of data subject i and linked data type identifier d. Metadata contains information about the requesting user, system, municipality code and time of the request. These data are stored permanently in CDB and serve as audit data. Response holds data containing information about municipality, data access interface details and count of data objects registered in the municipality.

Impact, innovation and results

Lessons learnt

The project has reached its goals. The project is scheduled to be developed, attracting not only the totality of the Latvian government, but also public authorities and entrepreneurs, enabling the development of integrated services to citizens and businesses.
In the future it is expected to attract foreign users, offering web services for English, Latvian and Russian languages.

There are plans to implement some improvements to Master Index (MI) data exchange solution that would assist with data search in other systems which is yet another strong point of MI because in case of Enterprise Bus there is no function that allows searching data in reverse. The existing MI solution has to be supplemented with the search information (metadata about the data subject included in the index) thus allowing to utilize Full Text Search features.
There are plans for future to use MI data for the creation of e-services by making use of new methods for designing e-services as well as for unique identification of data subjects and involvement of them in the process of data exchange with the state registers.

Lessons from local cases may be very valuable

ItÂ´s a pity, that lessons learned in this particular case are not developed a little bit more, because such cases from the "ground" are the most valuable for practical exchange of experiences. It will be interesting to know, how the multilanguage service will work.
