Case Abstract

Conditional Cash Transfer is a social assistance program, persons can benefit of after a health control or school attendance. Beneficiaries are selected from the poorest part of the population: in 2009, 753 462 children benefiting from health assistance and 2 118 821 children of education assistance.

In this module, which is a part of Integrated Social Assistance Project, the requirements to take part to the program are controlled through web-based e-school systems supported by the  Ministry of National Education and e-health services (from the Ministry of Health). This allows verifying the requirements of more than 2.8 million children automatically. The payment list is also sent electronically to the bank the post offices. This payment is done on the mother’s account on behalf of the children.

The system uses the same technology as the Social Assistance Information System (SAIS). Through an embedded mechanism, the system gathers information about the applicants’ general assets calculating in this way his/her income level and therefore if that person is entitled to take part to the Conditional Cash Transfer program.
