Case Abstract

Andalusia is a Spanish region with more than 8 million inhabitants, with 92 000 health professionals.

The Andalusian Public Health System Virtual Library (Biblioteca Virtual del Sistema Sanitario Público de Andalucía/BV-SSPA). was created in June 2006, with the following objectives:

  • To obtain documentary resources for health professionals;
  • To help citizens to find health information;
  • To coordinate the Andalusian Health Documentary centres;
  • To establish strategic agreements with organizations;
  • To contribute to the Knowledge Management Development.

It acquires all of the information resources for the Andalusian Public Health System and offers services for all its professionals, such as: Document Supply Services, Online Learning, User Service.

Since June 2006, these 92 000 health professionals have access to this Virtual Library from their workplace, but in February 2008, the BV-SSPA achieved to offer remote access to its resources, and the Andalusian Health Professionals can access to it worldwide, requiring only an internet connection.

Since the beginning, a Communication and marketing plan was established which allowed the knowledge and use of the BV-SSPA by the Andalusian Health Professionals, but also it takes part in National, International Congresses and Conferences. The institutional presence in scientific health events with our own stand and computers to show attendants how to use it has been a remarkable fact.

Only with three years of operation, we already have a number of great achievements:

Andalusian Health Professionals have access to the greatest Health Science Electronic Resources Collection in Spain, and the BV-SSPA has become the undisputed medium for the Health Research and Clinical healthcare in our region, being consolidated as the Knowledge Manager into the Andalusian Public Health System.

For next year, it faces new projects such as the institutional repository creation, HypatiaSalud; the analysis of our research activity; and the drafting of a normalised licence model for the contracting of electronic resources.

Andalusia is a region with more than 8 million inhabitants, with 92.000 health professionals:

  • 41 hospitals;l
  • 1 500 primary healthcare centres;
  • 10 centres for non-medical attention purposes.

Our services are destined to clinical healthcare, research and education, as the researchers of the Andalusia Public Health System can access the BV-SSPA.

One of the BV-SSPA objectives is to coordinate Andalusian Health Documentary Centers, and in fact, we have a libraries' network with the following functions:

  • Communication with their users;
  • Participation in work and strategy teams;
  • Keep and catalogue their own physical funds and/or the ones determined by the network;
  • Staff and fund thematic specialization, according to the research, healthcare and training lines of the centres;
  • Document Supply Service.
  • User training.
  • Service marketing and dissemination.

Policy Context and Legal Framework

The Andalusian Public Health System Virtual Library (BV-SSPA) was determined by the II Quality Plan 2005-2008.

It is an Andalusian Government Strategy established in the Process IV, Managing Knowledge, in order to Guarantee the Knowledge exchange in the Health System, and in the process of encouraging the innovation and modernization of the Health System, it defines and develops its strategy of scientific documentation and information for the Health System with the following actions:

  • Creating a Scientific documentary and information centre.
  • Establishing the Virtual Library of the Public Health System of Andalusia.
  • Coordinating the Health Documentary Centres.
  • Establishing alliances with Organizations.

The BV-SSPA consists of a regional government action with the aim of democratizing the health professional access to quality scientific information, regardless of the professional workplace.

Its functions could be defined as follows:

  • Putting the national, international health science literature at the disposal of the Andalusia Health Professionals.
  • Developing and keep information and document systems about scientific literature.

Integrating all of the libraries from the Andalusian Public Health System in a network in which each of them participates as an active centre.

Implementation and Management Approach

Technology solution

To guarantee the success of our virtual library it was essential that all users could access all the library resources independently of the user's location.

Each center has its own private health-care professionals' database and its own server technology. That means that the Andalusian Public Health System Virtual Library (BV-SSPA) had to develop a different plug-in for each institution in order to be able to connect them with the federated authentication system.

We aimed to reach remote access to all our resources as IP access was guaranteed since health-care professionals could access everything from their workplace thanks to the intranet. We installed a federated authentication and authorization system called PAPI and a PAPI rewriting proxy. We achieved it in February 2008.

Impact, innovation and results

Impact

The main result has been democratizing of the information access for the Andalusian Public Health Professionals.

Every Professional from the BV-SSPA has access to these resources, regardless of the professional workplace:

  • Small hospital as well as Big ones.
  • Primary Healthcare Centres.
  • Research Centres.
  • Health Documentary Centers.

They can access at work and remotely.

The BV-SSPA is consolidated as the Knowledge Manager in our region.

Track record of sharing

The BV-SSPA takes part in National Spanish Congresses such as Jornadas de Información y Documentación en Ciencias de la Salud, Conferencia Brecha Digital, Workshop about digital projects (REBIUN), AMEE, etc. and courses and conferences.

It takes part in International Congresses as the European Health Information Libraries Conference.

The Second National Digital Libraries of Health Conference took place in Sevilla last February 2008, and it was organised by the BV-SSPA.

Lessons learnt

The Regional Government initiative has been strategic for allowing our health professionals the access to the most prestigious information resources, through the most advanced services, to help to take decisions, encouraging the healthcare, teaching and research activity.
