Case Abstract

The Spanish electricity sector has undergone profound changes since 1998. Until then, the sector's activity was concentrated in enterprises characterized by an important vertical structure, and exercising monopoly in the different Spanish regions.

Following the Electricity Sector Law 1955/2000, establishing the separation of regulated activitie (transmission and distribution) and unregulated activities (production and marketing), electric utilities agencies must separate those activities in accounting and legal. It should be noted that although non-regulated activities are carried out in conditions of free competition, they are subject to administrative approval.

The Royal Decree 1955/2000 of December 1st, was developed under the policy for regulating the activities of transport, distribution, marketing, supply and licensing procedures in electricity facilities. In this Royal Decree, picking up the basics of the relevant Act, it is stated  that the planning of  the transport network, which is binding for other individuals acting within the electrical system, will be undertaken by the Government proposal of the Ministry of Economy (now the Ministry of Industry, Tourism and  the participation of the autonomous regions.

Authorization Application for Transmission and Closure Electrical Installations (ARIES)  http://www.mityc.es/Aries  is an application designed to provide the utilities administrative formalities for the transfer or closure of the electricity supply, as established by Law 11/2007, at all times allowing the query of the electronic file associated with the application. This procedure is especially relevant given the economic impact it represents in terms of cost savings. The same automation significantly reduces costs associated with paper processing and streamlines the procedure.

Policy Context and Legal Framework

The part ofthe Aries application corresponding to the transmission facility has been developed in accordance with Law 54/1997 of November 27th, the situation in the electricity sector and the Royal Decree 1955/2000 of December 1st, in an effort to regulate the activities of transport, distribution, marketing, supply and licensing procedures of the electricity facilities-Section 134 (BOE of 27 December 2000).

Implementation and Management Approach

Authorization for the Transmission and Closing of Electrical Installations (ARIES) is a collaborative project between the MITYC and enterprises of the energy sector.

It also offers the possibility for citizens and businesses to track the status of your electronic file. If necessary, you can remedy the lack of processing required on the original application.The applicant receives a notification which indicates the existence of additional documentation or correction, as well as having the possibility to telematically notify the resolution. This completes the cycle of the complete electronic filing.

The ARIES application can be accessed through the Internet. The connection uses https security protocol and user identification: electronic certificates, e-dni or by username and password.

The scope of this system covers both sending a transfer request and closing for electrical installations by the owners thereof or persons authorized for that purpose. Likewise, these applications will be treated in the form of  telematics shipments and managed by dedicated staff of the Ministry of Industry, Tourism and Trade.

Through this  application the user can access the necessary data through the appropriate form so that all the data entered will be recorded in the system leaving it attached to a single file which automatically records the undertaking of a change.

Technology solution

Through the virtual office of the Ministry of Industry, Tourism and Trade, located on the Internet, companies can connect with applicants and can begin processing the documentation. Internally, the Ministry maintains records and all necessary information in a database associated with the application in a Microsoft SQLServer 2005. In this same area the manager keeps records GEN where processing logic associated with each file.

The system is integrated with the Online Register of the Ministry and may also display for the citizen, through the general consultation of the state of cataloging records, where they can be informed. Additionally, the applicant receives email notifications.

To read the issue of certificates and confirm its validity a tailor made service has been created. The flow for processing can be seen in the following BPMN graphical notation. You can order as many corrected as necessary on an initial application. The last step is the resolution of the case, favorable or unfavorable,which notifies the person concerned.

In the case of a pipeline to close the annexation of the reports the flow cannot change until the annexation is completed.

Impact, innovation and results

Impact

In order for users to complete their  order, they will probably have to attach to attach some documents with individual signatures, those of the the seller and the buyer, for which the application can handle the necessary files for documents signed electronically with the user's digital certificate through the application accessible from the Ecofirma application or the url: http://oficinavirtual.mityc.es/javawebstart/soc_info/ecofirma/index.html.

With this application you can attach files signed by various stakeholders.

After sending the application form the system sendsthe adequate emails with relevant information of the operation to all interested individuals through the mail address they have submitted in the form.

In the case of closed form the main stakeholders would bethe applicant and the operator of the facility while in the transmission form the applicant, the transferor and the acquiring company would be involved.At the end of the process he system will present a receipt where the applicant can check the result of his operation.

Track record of sharing

The ECoFirma application uses electronic signatures XAdES format documents in a simple and quick manner. ARIES allows the incorporation documents signed by this simple utility to give better guarantees to the documentation included with the cases investigated.

Lessons learnt

The E-administration has been driven by the advent of information technology and communication (telephone, Internet ,...), facilitating interaction with customers and workers organizations, flexible working conditions (flexible hours, tele-working, mobility ,...) and improving the existing conditions.The advantages of e-administration for clients of an organization are:

  • Availability: You can interact with the organizations 24 hours a day (by phone call service or the Internet through virtual offices). There is no need to hover during office hours.
  • Ease of access: No need present oneself in the office of the organization to take the steps, you can do from anywhere in the world via the telephone or Internet. The offices are available to users anywhere.
  • Time-saving: Management can be done from home or anywhere you want, without having to move to an office, or wait in a a queue for a service.
