Thierry Aimé, member of the team of the French Ministry for the Budget, Public Accounts and the Civil Service, has authored a “Practical Guide to using Free Software in the Public Sectorâ€.
So far it was published in French.
The version 1.31 of this guide (June 2010), updated with the participation of several contributors, is now translated and published on www.OSOR.eu, in English and in French.
Specific parts of the guide refers to the French legislation regarding copyright and public procurement; however, the approach and licensing principles are intersting for all Member States.

Free software
Am surprised something like this didn't exist before, governments are looking at areas where they can reduce costs and software licenses are one area where they can do this by simply using open source alternatives!
