Citizen Empowerment: a Transformational Model for eGovernment Services

Dear all,

I'd like to share with you a paper that tries to push futher the classic eGovernment analysis framework.

The strategies to develop new online public services in eGovernment are
based on increasing the interactivity between the users and the
administration.

However, up to now there were very few tools to define
both a long term vision and a methodology to transfer the activity and
competence for this broad interactivity. By offering a transfer matrix
our contribution tries to bridge this gap.

Thanks for your communication. On my side , I keep giving great care on the relation between "new tools- new behaviours". The question of education can't be avoided too, because young people (new generations) have hands on mighty tools without being prepared to evaluate clearly the field in which they are acting,  shortly speaking: field of knowledge, field of skill, field of ethics and responsability, aso...

We can observe that "book" opened the doors of democracy and culture when giving a chance to those "people" turned to struggle and to the need of knowledge.

Nothing is easy , especially in the field of knowledge and confidence.

Abstract:

This paper was written in response to "Citizen Empowerment: a Transformational Model for eGovernment Services" By Xavier Comtesse and Giorgio Pauletto, Observatoire Technologique, CTI, DCTI, State of Geneva, Switzerland. The modelling of how citizen empowerment can improve the access to e-government services and can shape those services is becoming increasingly important. This paper proposes that the dynamics of such interactions are complex and involve multiple services and multiple delivery actors, all of whom must be considered when modelling the dynamics that influence service design. As ICTs become the accepted way of delivering services to the biggest consumers of services the design of those services will become ever more complex to account for the combination of services required to meet the levels of multiple deprivation. In the same way, understanding the abilities of the citizen to influence service design and the capacity of the providers and delivery actors to respond becomes even more complex.
