eEurope Awards for eGovernment - 2003

Good Practices for Improving Public eServices and Transforming Government

OBJECTIVE

The contractor for the eEurope Awards, organised – at the request of the European Commission Services and the 2003 Italian Presidency – a competition to select the exhibitors for the "Good Practices for Improving Public eServices and Transforming Government" conference and the winners of the eEurope Awards for eGovernment – 2003.

The following three themes were covered by the Awards:

  • The Role of eGovernment for European Competitiveness
  • A Better Life for European Citizens
  • European, Central and Local Government eCooperation

Independent experts evaluated the applications and determined the winners of the Awards. The 66 best applications were given the opportunity to exhibit at the conference. European Commissioner Erkki Liikanen, together with Italian Prime Minister Silvio Berlusconi and Minister Lucio Stanca, presented the eEurope Awards for the most outstanding eGovernment solutions at the High-Level European eGovernment Conference and Exhibition at Villa Erba, Como, Italy, on 3-4 July 2003 (see below for winners and honourable mentions).

This report describes the vision and reality of eGovernment based on the cases submitted for the eEurope Awards for eGovernment – 2003, gives an overview of best practices and challenges, and draws conclusions based on the submissions.
