      <title><![CDATA[User satisfaction in the City of Stockholm]]></title>
      <description><![CDATA[The City of Stockholm has provided a service to compare the cities public services.  In this way, citizens can compare and chose from a range of services including schools, public sports venues, or services for the elderly. To compare, the user selects a subset of e.g. the existing schools and gets an overview of the quantitative properties like number of pupils per teacher, or average performance of the pupils. In addition the degree of user satisfaction is included in the comparison. This service was one of the finalists to the The European eGovernment Awards 2009.

      <title><![CDATA[Correlation Between Manual and Automatic Accessibility Testing]]></title>
      <description><![CDATA[Two methodologies for measuring accessibility of public web sites are presented in the UN site with the coolaboration of eGovMoNet partners: (1) Norge.no  an annual survey carried out by the Norwegian Agency for Public Management and eGovernment (DIFI) on quality of Norwegian public web sites and (2) eGovMon  a fully automatic tool based on the Unified Web Evaluation Methodology. 
One can find strong correlation between the results of these two surveys.

      <title><![CDATA[Welcoming Argument Visualisation to Europe]]></title>
      <description><![CDATA[<p>The WAVE project aims at improving the inclusiveness and transparency of EU decision making at the national and European level by using highly integrated, state-of-the-art Argument Visualisation techniques to make the impact of complex EU environmental legislation on climate change more accessible and easy to understand for citizens, special interest groups and decision makers alike.In WAVE, an innovative argument visualisation platform will be deployed (<a href="http://debategraph.org/">Debategraph</a>) in a cross border context.  </p><p>In this frame, 3 pilot projects  will be created in the UK, France and Lithuania, as well as a central debate pilot. WAVE will mainly target cross-border discussions on drafted and implemented legislation. These discussions will be facilitated on Debategraph so as to understand the impact of the proposed and implemented legislation.Uniquely, Debategraph will not only enable citizens and decision makers with differing points of view to more easily comprehend complex environmental debates; it will also empower them - through the use of a collaborative wiki - to work together in developing integrated feedback on legislation.WAVE will closely work with MEPs and MPs in order to ultimately join up with and inform at least three governments-the national governments of the three trial sites - UK, France and Lithuania. The climate change debate will be used to test the effectiveness of argument visualisation tools in helping citizens from a variety of demographics to better understand complex issues and evaluate the conditions under which these tools can bear an impact on the environment.</p>]]></description>

      <title><![CDATA[EasyAccount for Private Companies]]></title>
      <description><![CDATA[<p>For a number of years now, the public sector in Denmark has used digitalization to improve the efficiency of the public administration and the services offered. Digitalization today is a renowned way of improving efficiency, reducing administrative tasks and easing the interaction between citizens and public authorities.EasyAccount is a prime example of all the above.<br /> <br />EasyAccount is a normal bank account to which all payments from public institutions are transferred directly. This means that each individual citizen appoints one of their already exiting bank accounts as the one they want all payments from public institutions to be transferred to - this being their EasyAccount. Since its implementation in 2005, Easy Account has facilitated all public payments to the citizens of Denmark.<br /> <br />Technically speaking, EasyAccount is a database that matches each individual citizen's Social Security number with the bank account chosen, by each individual, to function as their EasyAccount.<br /> <br />A typical example of a public payment is for instance the tax-refunds. Before the implementation of Easy Account, the state had to issue over 3 million checks annually to its citizens, who then had to show up in person at their bank in order to cash the check. The banks then had to use extra resources to handle all the checks;  all this is now digitalized.<br /> <br />The instant success of EasyAccount quickly spawned suggestions and enquiries from the private sector who wanted access to the EasyAccount database in order to reap the same benefits as the public sector.<br /> <br />In 2007 the Danish parliament passed a law permitting the use of the EasyAccount database to facilitate payments from private companies via EasyAccount directly to their customers, employees etc.<br /> <br />Since EasyAccount for Private Companies became operational over a year ago, the private companies have asked to connect to the database, either directly or through their existing private payment intermediary, depending on the size and number of payment transactions from each individual company.<br /> <br />The Danish public sector has been offering the use of Easy Account for Private at irrelevant costs, charging the companies only what strictly necessary to cover the expense imposed from the system supplier.<br /> <br />Furthermore, in line with the Danish E-government Strategy, the main goal of EasyAccount for Private Companies is to use digitalization to ensure a better service for all citizens in Denmar; cashing checks is time consuming and with the diffusion of EasyAccount into the private sector has drastically reduced the time waste as the checks have been replaced with digital money transfer, directly to each individual citizen's EasyAccount. Examples of companies that already reap the benefits of EasyAccount are major Danish banks, the largest pension companies and the biggest insurance firms. These are all companies that most Danish citizens are used to receive check from</p>]]></description>

      <title><![CDATA[DL Interoperability, Best Practices and Modelling Foundations]]></title>
      <description><![CDATA[<p>The goal of the DL.org, Coordination Action on Digital Library Interoperability, Best Practices, and Modeling Foundations, is to create a framework where key representatives from major initiatives and on-going Digital Library related projects may collaborate, discuss experiences, exchange expertise, work on interoperability of their solutions, promote shared standards, and provide the DL community with a deeper understanding of key issues and new directions. The ultimate objective will rapidly advance research and development techniques thus facilitating the creation of a European Information Space. In using the DELOS Digital Library Reference Model as its conceptual and operational basis the project will be making an innovative attempt to achieve the above and concrete, far-reaching results that will be much broader and have a much more significant impact that any other similar effort in the past. DL.org will be active at a crucial time by executing coordination actions that target essence of integration amongst a series of many DL efforts that are currently on-going, each one acting in isolation and adopting ad-hoc solutions and methodologies. The main instrument of the project to promote interoperability among all relevant efforts consists of six thematic Working Groups composed by DL.org partners and representatives from prominent DL projects and organisations. Key expected outcomes of DL.org include </p><ul><li>(i) a "Digital Library Technology and Methodology Cookbook" providing a portfolio of current best practices and patterns to facilitate cross-fertilization between existing systems and their enhancement in terms of critical interoperability issues; </li><li>(ii) (a consolidated and enhanced version of the DELOS Digital Library Reference Model; </li><li>(iii) workshops, summer schools, eCourses and dissemination activities to communicate the impact of DL.org achievements to relevant communities.</li></ul>]]></description>

      <title><![CDATA[Integrated online portal for SMEs]]></title>
      <description><![CDATA[<p>The application project introduces a company portal, the so-called 'Virtual SME Office' of the state capital Düsseldorf, as an effective component for a metropolitan centre for innovative company support and for the attraction and creation of jobs. Today, cities and metropolitan regions are in fierce competition with one another as locations for the settlement of companies and the creation of jobs. This has direct effects on the organisation of the underlying information systems and the IT infrastructure, in particular with regard to the e-government services of public administrations. The application project introduces a company portal, the so-called 'Virtual SME Office' of the state capital Düsseldorf, as an effective component for a metropolitan centre for innovative company support and for the attraction and creation of jobs. <br />Particularly cities and municipalities need to align their online services to the target group 'companies' as together they hold most of the procedural and decision competencies in the state sector. Here, the Directive 2006/123/EC of the European Council regarding services in the Internal Market, in brief EU Services Directive, stipulates new requirements that equates to a revolution in public administration. <br />Fundamental core requirements of the EU Services Directive are the establishment of single points of contact for companies and the electronic handling of processes for formalities and procedures for taking up and exercising a service activity, including 'from afar'. <br />This application project focuses on the following:</p><p>1. Bundling of services for companies with the municipal Internet portal 'Virtual SME Office': <br />(a) Bundling of services from a company perspective<br />(b) Bundling of services by a single point of contact</p><p><br />2. Modernisation of the administration for companies:<br />(a) Implementation of the EU Services Directive<br />(b) Reduction of bureaucratic obstacles<br />(c) Conveying of a new service philosophy<br />(d) Strengthening of the European and local economic region through the improvement of local government services for companies.</p><p>3. Technological innovations for companies: <br />(a) Integrated product and process model with modeling tool<br />(b) Service-oriented architecture (SOA technology)<br />(c) Interoperability of all components and transferability to services for citizens <br />(d) Electronic handling of process for all formalities.</p><p>4.       <title><![CDATA[Access to eGovernment Services Employing Semantic Technologies]]></title>
      <description><![CDATA[<p>Access-eGov was aimed at increasing the accessibility of public administration services for citizens and business users by supporting the interoperability among existing electronic as well as "traditional" government services. For citizens and business users, Access-eGov provides two basic categories of services.</p><p>Firstly, Access-eGov can identify the general administrative procedure that needs to be followed in a specific situation and a by specific citizen, for example when wanting to register an enterprise. Depending on the user's needs and their specific situation, a personalized to-do list is set up.</p><p>Secondly, Access-eGov identifies which offices are responsible for which step in the process and lists the available services of individual government offices. In most cases, the created scenarios are of a "hybrid" nature, i.e. a combination of traditional and electronic services - depending on the services offered by the responsible administration.</p><p>For citizens and business users, Access-eGov provides a personal assistant, guiding the user through the generated scenario. For service providers (i.e. public administration institutions) on all levels, Access-eGov enables easy introduction of a new (e-) service into the world of e-government interoperability and a methodology for describing workflows for new life events.</p><p>During the project, the system has been tested on the three life events establishing an enterprise, getting a building permit and getting married.</p><p> </p>]]></description>

      <title><![CDATA[Simple Procedures Online for Cross-border Services]]></title>
      <description><![CDATA[<p>This is a Pilot project launched by the European Commission which aims to remove the administrative barriers that European businesses face before offering their services abroad. SPOCS is expected to further enhance the quality of electronic procedures completion and has been designed for businesses that have an interest in cross-border activities. It will allow them to meet all the administrative obligations through a single contact point that will be available online all EU Member States by the end of 2009. </p><p>It will initially involve at least two professional categories of service providers and its results will be widely promoted to raise awareness and to encourage innovative solutions for administrative simplification. A special effort will be placed on the dissemination of open specifications, the sharing of knowledge and best practices, as well as the encouragement for further cooperation. </p><p>A wide range of organisations is represented among the partners in order to ensure that the value chain - from decision makers to service providers and IT solutions - is well balanced, and to allow<br />contributions from different backgrounds.</p>]]></description>

      <title><![CDATA[Open Negotiation Environment]]></title>
      <description><![CDATA[<p>ONE will be achieved through a set of technology components which can be tailored to the needs of a specific organization; depending on its business requirements and adapting to its every demand.<br />The project will deliver an open source platform for negotiation, driven by innovative business models and technologies; it will be implemented mainly as an integration of an innovative research component, delivered within the project, and made possible through off-the-shelf technology using already standardized information models. <br />It will extend and favour a more general purpose digital ecosystem architecture. There will be a general architectural framework developed for negotiation, allowing the adaptation of the platform to many different industry sectors. <br />ONE will provide a negotiation mechanism that is reusable in different application and service domains providing a great level of flexibility and allowing users for example to create negotiation processes also for other goals like for example "qualification" or "certification" processes. <br />The ONE platform will actively support the human negotiators by exploiting automatic learning techniques applied to the goal of learning the best negotiation strategies in a multi-agent environment. Optimized strategy would be suggested through a learning process based on the observation of user behavior, other partners' actions as perceived by the user and concurrent running negotiations. <br />ONE supports a model of collaboration and trust based on the idea of "collaborative multi-agent systems", where agents can work and learn with other trusted agents and develop collaborative learning schemes.<br />We will develop models of information and knowledge sharing, taking into account privacy concerns, based on a model of multiple agent clusters, characterized by different levels of trust. <br />The policy learning algorithms will be based on the observation and storage of real interactions between the user and the negotiation service and between the user and other players (Trust), as these are performed in the Negotiation Execution Environment.<br />The ONE negotiation environment will support technical and non-technical users in specifying strategies and rules for negotiating terms of service delivery. It will provide a distributed and peer-to-peer platform for fully automated execution of negotiations based on knowledge sharing and self-learning.</p>]]></description>

      <description><![CDATA[<p>Welsh Housing Association, Gr?p Gwalia was the first Welsh Public Sector organisation to go live with the Welsh Assembly Government's sponsored eTrading solution: xchangewales. xchangewales is a ground breaking programme that allows all public sector organisations in Wales to source, tender, evaluate, order and pay for goods and services at a click of a button. The electronic tools and web based services help to improve efficiency, increase productivity and lower the cost of doing business. </p><p><strong>The Challenge: Equality &amp; Compliance<br /></strong>Four years ago, Gr?p Gwalia carried out an analysis of their financial management systems. Their Procurement and Business Management department were given the remit to identify an eProcurement package and to implement the solution into the organisation. The initial driver stemmed from the inherent problem of operating such a geographically widespread organisation with diverse business units. This led to an inequality between the business units in the service that was offered by the central Procurement team through a lengthy paper requisition and authorisation process. Furthermore, the items that the business units received would often differ from requisition to requisition as there was no visibility as to what would be finally procured. </p><p>On producing the business case, it was clear that xchangewales and ProcServe would offer Gr?p Gwalia the solution to combat these challenges through an online catalogue system which would ensure a smoother procurement cycle, product visibility to users and compliance to the Group's financial regulations. The business case for eProcurement also centred on: </p><ul><li>Improved management information, including more accurate budgetary information. </li><li>Securing more spending power through collaboration. </li><li>Compliance to internal business rules surrounding procurement. </li><li>Easing the bottlenecks and delays within the procurement cycle - start thinking about procurement as strategic to the success of the organisation instead of a back office function. </li></ul>]]></description>

That is the way we can identify our project. The results after 2 years of application show the goodness of our idea. 10000 citizens solved their problems with telephone operators, 3 million euros  were saved and given to citizens, everything  made by our website was stored, people had the possibility  to point up their problems staying at home, the staff of the committee was able to face any problem, efficiency and efficacy brought us to be the first region in Italy to reach the best innovation and practices. The partnerships with<span style="mso-spacerun: yes;">  </span>the two local Universities, the consumers unions, the department<span style="mso-spacerun: yes;">  </span>of economic affairs<span style="mso-spacerun: yes;">  </span>of Apulia, the<span style="mso-spacerun: yes;">  </span>regional school office and the major organisation of Apulia show how our organisation is well appreciated all over<span style="mso-spacerun: yes;">  </span>the territory of our country and<span style="mso-spacerun: yes;">  </span>has contributed to reach  specific objectives and operational standard activities. </font></font></span><span style="mso-ansi-language: EN-GB;" lang="EN-GB"><font size="3"><font face="Times New Roman">We are the Apulian communication committee, instituted by regional  law  in 2000. Our main goal  is to ensure in our region  the respect of all  the  rules of communication. The management planned a programme of two years in order to achieve the specific objectives in short term  and global objectives in mid term. Guardianship on minors on  local TV,  questions of law  concerning telephone administrators and citizens, the so called  Par condicio , that to say, to guarantee equal possibility of access of all  political parties to TV, were heavy problems to face. <st1:place w:st="on">Apulia</st1:place>  is a country of more than 4 million people and the disputes between citizens  Pay TV and telephone administrators are many.  Technology  at the beginning helped us. The previous experience of  the other italian regions  was the starting point of our activity which, since the first step was based on innovation and on technology.</font></font></span><span style="mso-ansi-language: EN-GB;" lang="EN-GB"><font size="3"><font face="Times New Roman">Here the way we followed to solve our problems. The first initiatives were made to promote  creation and growth of knowledge in our staff, accelerating  and strengthening  a system which needed training  and innovation. Supporting  ideas, innovation and previous experience  and facilitating  exchange  and experience with other regions, Corecom <st1:place w:st="on"><st1:state w:st="on">Puglia</st1:state></st1:place>  started its way to the new proxies. The president of Regional  Council helped us, giving 700.000 euros. One of the top priority was to find equilibrium between the quality of services and the access of citizens. With the help of an external firm, Cadan,  we were able to create a system full of dissemination of innovation processes  through e government, to greater simplify  procedures, reducing time needed for supply of services to citizens. Technical and managerial competence received  by national authority, favoured  the best practices. Technical assistance  was given to activities necessary for the effective and smooth management  and implementation of programme. The committee financed the setting up, maintaining  and upgrading  of the website. Immediately started the information and publicity  to increase  the awareness of potential beneficiaries. Thanks to an important agreement with the<span style="mso-spacerun: yes;">  </span>department of economic affairs of <st1:place w:st="on">Apulia</st1:place>, we found new economic means to favour training for <span style="mso-spacerun: yes;"> </span>conciliators in the<span style="mso-spacerun: yes;">  </span>field of consumers unions. In this way all people engaged in our project could know the right procedures the laws ruling<span style="mso-spacerun: yes;">  </span>our activities. Our training, made by our staff with the help of national Authority gave us the possibility to have a very deep dialogue<span style="mso-spacerun: yes;">  </span>not only with consumers unions, but with all the citizens. Once achieved the specific objectives, we entailed favourable outcomes and effects in terms  of growth of competitiveness and territorial services.       <title><![CDATA[Learn more about ICT]]></title>
      <description><![CDATA[<p style="text-align: justify;">"Learn more about ICT" is a multi-stakeholder project initiated by the National IT and Telecom Agency, part of the Ministry of Science Technology and Innovation. The National IT and Telecom Agency has a vision about creating the groundwork for digitalization of Denmark. The vision aims to make everyday life of citizens easier, businesses more competitive and the public sector better, or in other words: digitalization should be easy, useful and relevant to all.</p><p style="text-align: justify;">The initiative concerns giving every citizen in Denmark the ability to benefit by ICT. The aim is that citizens' level of ICT skills is further improved through the increased and improved provision and use of ICT courses.</p><p style="text-align: justify;">The network consists of trade unions and associations, libraries, public citizens' service centres, interest organisations and adult educational associations. One of the starting points of the network is a flexible ICT-pedagogical concept developed specifically for the network. The concept is particularly useful when teaching people with no or very low ICT-skills, but is flexible enough to be applicable for higher levels as well. Selected persons from the involved organisations, working with training as an everyday job task, have during 2008 - 2009 received an ICT-teacher training particularly developed for the initiative. In the future more ICT-teachers will be trained in the concept by colleagues in the partner organisations, however, one should note that this training is not a prerequisite for involvement - it is to be considered as a supportive measure for the entire work within the framework of the network.</p><p style="text-align: justify;">To support the development and knowledge sharing of education material, the website <a href="http://www.it-formidler.dk/">www.It-formidler.dk</a> has been developed.  The site is an online production facility for education material and archive for the developed and uploaded material at the same time. Furthermore, ICT-teachers can use It-formidler.dk as a virtual meeting place. Everybody can download the education material for free and use it for training courses. </p><p style="text-align: justify;">In order to communicate and create widespread awareness about the importance and benefits of good ICT-skills, "Learn more about ICT" is being supported by a national campaign about digital literacy, focusing on creating motivation in the target group. The campaign consists of television programmes, radio spots and the development of a campaign website at the Danish National Broadcast. Furthermore, campaign material specifically designed for the initiative have been produced and distributed to all the involved organizations to ensure the local and regional consolidation of the national campaign.</p><p style="text-align: justify;">"Learn more about ICT", through the establishment of a national network of ICT-teachers outside the established education system, thus guarantees citizens increased access to tailored ICT-training targeted their needs and interests and offered in a context known for them, as training courses are offered through and in the participating organisations, which also share each other's facilities and cooperate in other constructive ways. It is important to stress that the collaboration and activities within the network are and will be an ongoing process, not restricted to end in a given year.</p>]]></description>

<p>The website <a href="http://www.060.es" target="_blank" title="060.es">www.060.es</a> is the national portal for citizens and enterprises of Spain. A large number of online services is available regardless of the Public Administration responsible for it, so a citizen can apply for online services without having to know previously if it is from a local, regional or national Administration.</p>
<p>The <strong>060 offices</strong> provide local, regional or national Administration services from a catalogue reflecting the agreements signed between the different Administrations in each spanish region, and are normally located in Town Councils, who provide the service.</p>

      <description><![CDATA[<p>The Personal Assistance Budget is a budget granted by the Flemish Agency for Disabled Persons or VAPH (<a href="http://www.vaph">http://www.vaph</a>).</p>
<p>The VAPH aims to promote participation, integration and equal opportunities for the disabled in all areas of social life. Its ultimate goal is to help these people lead a better and more independent life. This by subsidising facilities and services to people with disabilities:</p>
<ul>
<li><strong>Equipment and modifications</strong>: To better organise his or her daily life a disabled person is entitled to an allocation in order to cover the cost of a piece of equipment or modification to his or her home or car.</li>
<li><strong>Services and facilities: </strong>The VAPH subsidises services and facilities which provide care for disabled persons through day care or guidance.</li>
<li><strong>Personal assistance budget:</strong> Disabled persons who prefer to live at home can apply for a personal assistance budget. This budget can enable them to employ a home-helper.</li>
</ul>
<p>When a disabled person is assigned a budget to employ a home-helper, he becomes an employer. Thus, he has to follow all rules of being an employer, like paying social security , getting an insurance etc. Moreover, he also has the legal duty to prove that a minimum of 95% of the assigned budget is used for the wage of the employee or the home-helper. He also has to declare the name and profile of the employee. In brief, the disabled person has to submit the same information to various institutions. The aim of the PAB project is to forward all the information that the disabled person has already submitted to another institution to the VAPH so there's no longer the need to submit the same information twice.</p>]]></description>

      <description><![CDATA[  <p>The fifth principle in the policy document stipulates that whenever the Government makes information publicly available through an electronic system, this must be done in such a way that users can access this freely. Users should not be forced to use proprietary software, explains the document. \"Government bodies must use standards that do not force end-users to use commercial technology or restrict the users in any other way.\" <br /><br />However, the document does not define open standards and the two words are literally mentioned only once. In one of the so-called action lines, number 18, the policy document states that open standards are a requirement for Public Administration\'s web sites. <br /><br />The eGovernment policy was published on 22 January. According to the introduction, it is meant to help the country\'s public bodies to build modern electronic services for Croatia\'s citizens. <br /><br />According to a statement on the website of the Central State Administrative Office for e-Croatia (e-Hrvatska), the country is about to begin a first set of pilot projects to make Public Administration services available in electronic form. The pilot should help figure out what methods work best and which standards should apply. \"This will be the start of a new communication network to offer electronic public services.\" <br /><br />Moreover, the policy document just refers once to the Government\'s open source strategy, published in 2006.       <title><![CDATA[BE: eParticipation Conference]]></title>
      <description><![CDATA[&lt;p&gt;The projects co-funded by the European Commission under the eParticipation Preparatory Action are organising the eParticipation Conference. &lt;/p&gt;

&lt;p&gt;The development and wide use of powerful new ICT applications is transforming the way citizens and civil society interact, debate and participate in public life. These new tools have enormous potential to enhance decision-making processes by involving large numbers of EU citizens.&lt;/p&gt;

&lt;p&gt;As the eParticipation Preparatory Action, an initiative of the European Parliament launched in 2006, reaches its conclusion, this eParticipation Conference is being organized to demonstrate progress and results in the use of Information and Communication Technologies to enhance citizens&#039; participation in democratic decision-making.&lt;/p&gt;

&lt;p&gt;In parallel, there will be an exhibition of project results produced in the context of the Preparatory Action.&lt;/p&gt;

      <description><![CDATA[  <p>Over the years, the European Conference on e-Government (ECEG) has become a major arena for critical discussion of the latest research in the rapidly evolving field of eGovernment and eGovernance. <br /><br />As governments seek to remodel and restyle their services, eGovernment continues to arouse interest and attention. New dynamic issues such as eDemocracy, eCitizenship, eIdentity and evoting have become core elements in the development of public sector delivery. The multi-tier nature of eGovernment, relevant at local government, central government but also at the supranational level such as the European Union, makes it of importance to academics and practitioners alike. Vital questions are posed which link technological development and a streamlining of government services to more social based values of inclusion, accessibility and power relationship ratios.<br /><br />The advisory group for the conference invites submissions of papers on both the theory and advanced practice in respect of the conference themes outlined below, from academics, government departments and practitioners in the public and private sector. The introduction of the new digital media have resulted in a thorough transformation of communication and access to information, as well as in reorganising the way in which the production processes of both businesses and government bodies are organised, while establishing and experimenting with new systems of training and instruction.&lt;/p&gt;&lt;p&gt;As far as the public sector is concerned, there is no mistake in the fact that the development of the information systems of the public administration has proven to be a formidable tool when it comes to restoring the efficiency and quality of  services.       <title><![CDATA[INT: Web Content Accessibility Guidelines (WCAG) 2.0]]></title>

&lt;/b&gt;The Web Content Accessibility Guidelines (WCAG) documents explain how to make Web content accessible to people with disabilities. Web &quot;content&quot; generally refers to the information in a Web page or Web application, including text, images, forms, sounds, and such.&lt;/p&gt;
&lt;p&gt;Other than version 1, the new guidelines apply broadly to more advanced technologies. They are easier to use and understand and more precisely testable with automated testing and human

      <title><![CDATA[INT: Improving Access to Government through Better Use of the Web]]></title>
      <description><![CDATA[<p><b>Description (short summary):  <br /></b>Current Web technology allows governments to share with the public a variety of information in unlimited quantities on demand. Technology is also available to allow citizens to bring issues of concern to the attention of local, regional and national governments. However, exploiting these capabilities within government systems is a challenge that encompasses environmental, policy, legal, and cultural issues. Establishing effective eGovernment requires openness, transparency, collaboration and skill in taking advantage of the capabilities of the World Wide Web. The rich potential for two-way dialogue between citizens and government creates a need for global leadership. The W3C has an opportunity to provide guidance in support of eGovernment objectives by promoting existing open Web standards and noting the challenges external to the Web and technology. There is also role for the W3C to facilitate the development and vetting of new open Web standards needed by governments in context.</p><p>This document is an attempt to describe, but not yet solve, the variety of issues and challenges faced by governments in their efforts to apply 21st century capabilities to eGovernment initiatives. Detail and useful examples of existing, applicable open Web standards are provided. Where government needs in the development of eGovernment services are not currently met by existing standards, those gaps are noted.
