      <title><![CDATA[Stakeholders´ involvement in the Roadmapping on ICT for Governance and Policy Modelling]]></title>

      <title><![CDATA[Comparing levels of internet access, internet use and e-government use by individuals and enterprises in the North Sea Region]]></title>
      <description><![CDATA[As part of its work for the Smart Cities project, MEMORI has produced an analysis of Internet access, Internet usage and e-government usage by individuals and enterprises in the different SmartCities countries in the North Sea Region (i.e. Belgium, the Netherlands, Germany, Norway, the United Kingdom and Sweden). The data and graphs in the report are based on the Eurostat European ICT surveys of 2007 and 2008.

The report shows how levels of e-government usage by individuals varies markedly between different countries - ranging from a low of 23% in Belgium to 62% in Norway. The use of e-government by enterprises in SmartCities countries is much higher than that of individuals, ranging from a low of 56% in Germany to a high of 78% in Sweden.

      <title><![CDATA[THEME of the WEEK: which ICT architecture for an open and empowering public sphere]]></title>
      <description><![CDATA[This week, the theme of discussion has been suggested by a member of our community, Mr. Michael Kaschesky.

He observed that a sustainable ICT architecture for Europe will not establish itself <it>per decree</it>.  To create a momentum it is necessary to prove that projects and initiatives solve <b>real</b> problems and solutions can be used by real users.

Consequently, several questions can be raised:
What are the ICT requirements for an open and empowering public sphere on and off the web?

What are todays real problems, which an integrative and infrastructural ICT project could solve?

Why are these real problems of strategic importance for the evolution of ICT in government and public services?

How can developers and users be enrolled in integrative and infrastructural ICT projects? What is their incentive in doing so today?

      <title><![CDATA[THEME of the WEEK: Web3.0 in eGovernment]]></title>
      <description><![CDATA[Hi everybody,
I am here again to encourage discussions about topics of interest for the "ICT for Governance and Policy modelling" community, hoping that, after the closure of the call, everyone is more relaxed and keen to 
participate.

This week I propose you to share your ideas and doubts about the impact of Web3.0 and Semantic web on eGovernment.

Adding semantic to information, making machines able to understand, search and reasoning upon information is great and definitely will have a huge impact on improving citizens participation and policy modelling and simulation.
Citizens will be able to create avatars that will interact and negotiate with other ones. New services will be able to reason about citizens opinions and semantically enriched data, to better support policy makers in performing analysis and forecasts.
But, are we talking about something that is ready now?
Or, better, are citizens and administrations ready for that? 
Could the Web 3.0 make definitely easier the interaction between citizens and administrations and intra-administrations or things are, from the social and technological points of view not mature enough? 
Do you have examples to demonstrate that Web3.0 is definitely penetrating the eGovernment domain?

      <title><![CDATA[THEME of the WEEK - GalazyZoo: a crowd sourcing experiment for the classification of huge amounts of data]]></title>
      <description><![CDATA[We started last week from the clouds, now we are moving to the <it>galaxies...</it>.

We have recently seen an interesting initiative that could be not at sidereal long distance from egovernment:<a href=https://www.galaxyzoo.org/> https://www.galaxyzoo.org/ </a>

The idea is to ask massive contributions for completing easy but repetitive classification tasks, that should be performed on a huge amount of data. The system is able to receive these inputs and accept, for each item, the classification provided by the majority of the people.

Now: how can we apply that in the eGovernment domain? The input could be requested not only to support the classification of a very huge amount of similar items, but to express citixensâ opinions, on an even smaller set of items.

Conditions are:
-        items to be classified are easily visualizable or easily presented to the users
-        the range of classification choices is very restricted (4-5, no more?) 
-        classification process is easy (like checking one button out of 5 available or drag and drop an item)
-        no registration or start-up process is required to the user
-        results will be available for all
-        costs of processing the classification results and selecting the best (most probable) one for each item are low

Some possibilities that come my mind are: ask the citizens to classify 
-        cultural heritage elements (ruins or items stored in the city museums) to say if they: are interesting, need to be restored, etcc.
-        Streets or other public services in their zone (in this case they do not classify images, but streets selected from a list visualized to the user, or zooming on a map of the city)

Others (not politically correct): aks citizens to classify politicians or neighbours ;-)

      <title><![CDATA[comuno - Internet-Enabled Deliberation and Collective Decision-Making ]]></title>
      <description><![CDATA[The comuno case <a href=http://www.epractice.eu/cases/comuno>http://www.epractice.eu/cases/comuno</a> developed and tested a novel methodology and ICT-toolset for identifying and tracing processes of public opinion-forming and mobilization on the internet. The three major lessons learned are:

1) Yes, it is possible to aggregate and visualize content on the internet under meaningful themes or topics of interest and to trace their evolution over time.

2) But, in order to arrive at meaningful aggregations and themes, some manual intervention (coding) or verification (computer learning) is required.

3) In sum, the most promising efforts appear to use a combination of automated procedures to extract a set of potentially salient content and of manual coding or verification procedures to develop meaningful thematic links.

The novel methodology and ICT-toolset used here combines existing technologies with a specifically developed database tool to track and code internet-retrieved content. The application using a real-life governance issue demonstrates the feasibility and opportunity of exploiting the vast amount of user-generated content for governance & stewardship and for improving the policy process and its outcomes.

The topic is: <b>"Public Sector data available from the Cloud: which are the main challenges?"</b>

Cloud computing is now carefully considered by many government IT decision makers (despite the well-know reluctance of administrations in adopting new technologies). In the US, President Obama's team has already expressed its interest in this approach.
 
One question to start the debate: will the public authorities rely on "public" cloud or they will tend to create their own "private" cloud (federal cloud), with access to data and services limited to specific institutions and other players?]]></description>

      <description><![CDATA[<p>The Citizen Service Centres are an advanced multi-channel system for the delivery of public services to citizens and businesses, regardless of their digital capabilities, social orientation or locality. It has proven to be a high profile eGovernment project and its impact on citizens and administration alike has been remarkable. Several thousand citizens every day across Greece can walk in to any of the 1,054 branches of Citizen Service Centres, call the 24/7 call centre or visit the dedicated website in order to carry out their affairs with the various departments in the public domain through this seamless suite of integrated channels.</p>]]></description>

      <title><![CDATA[Top-level decisions through public deliberation on the internet]]></title>
      <description><![CDATA[<p>This case study found internet-enabled public deliberation having a direct impact on top-level decisions and identified institutional mechanisms by which this occurs. Most government initiatives aimed at promoting online deliberation fall short of expectations because they continue to employ the traditional government-to-citizens model. The participatory governance model developed in this study presents design and process parameters along which more integrative and interactive participatory approaches can be modeled. The applicability of the propositions is demonstrated by systematically collecting online data and analyzing public deliberation on the governance of a worldwide software standard. Self-selection of participants and opposing views, mutual adjustment, and high influence combined with incremental decision-making were shown to be critical for institutionalizing a broadly supported governance approach.</p>
<p><br />In order to understand better how the co-evolution of internet and democracy can be improved, the present study investigates the following research questions: (1) <strong><em>does internet-enabled public deliberation have an impact on top-level decision-making</em></strong> and (2) <strong><em>are there discernible patterns or mechanisms by which public deliberation is incorporated into top-level decision-making?</em></strong></p>
<p><br />The case developed and tested a novel ICT-driven methodology for identifying and tracing processes of public opinion-forming and mobilization on the internet. Deliberation occurred in the natural environment of participants. It demonstrates how processes of opinion-forming and mobilization on the internet were incidental with changes to the Java governance approach. The methodological approach used a combination of quantitative and qualitative coding techniques to systematically identify and analyze relevant sources on the internet.</p>
<p><br />Based on the unique combination of codes from each dimension attached to statements, 12 major groups of combinations (themes) were identified. This made it possible to trace the dominance of themes over time as well as the key participants supporting themes at different points in time. Comparing the evolution of themes with key outcomes allowed linking processes of opinion-forming to key decisions and actions by corporate actors. Application and testing using a real-life incident of internet-enabled deliberation and negotiation proved the feasibility of the methodology and ICT-toolset for tracing and structuring internet-content.</p>

      <title><![CDATA[EU: ICT Call 4 open until 1 April 2009]]></title>
      <description><![CDATA[  <p>The ICT Theme focuses on seven strategic Challenges for the seven years of FP7. These Challenges are as follows: </p>  <ul>    <li>Challenge 1: Pervasive and trustworthy network and service infrastructures; </li>    <li>Challenge 2: Cognitive systems, interaction, robotics; </li>    <li>Challenge 3: Components, systems, engineering; </li>    <li>Challenge 5: Towards sustainable and personalised healthcare; </li>    <li>Challenge 6: ICT for mobility, environmental stability and energy efficiency; </li>    <li>Challenge 7: ICT for independent living, inclusion and governance. </li>  </ul>  <p>The ICT Call 4 seeks proposals in 19 areas which are part of the above Challenges. <br /><br />Furthermore, the ICT Call 4 promotes research in three new areas of Future and Emerging Technologies, namely: </p>  <ul>    <li>Concurrent tera-device computing; </li>    <li>Quantum information foundations and technologies; </li>    <li>Biochemistry-based information technology. </li>  </ul>  <p>Lastly, the Call includes a number of Coordination and Support actions, with particular emphasis on international cooperation in ICT with partner countries overseas. <br /><br />The ICT theme has committed a budget of 801 million for this Call. The closing date for proposals is 1 April 2009, at 5 pm CET.       <title><![CDATA[EU: Action Plan on e-signatures and e-identification adopted]]></title>
      <description><![CDATA[  <p>In the framework of the Lisbon Strategy for Growth and Jobs, the EU has committed itself to improving the legal and administrative environment with the aim of unlocking business potential. Bringing public administrations online and enabling the cross-border communication of enterprises and individuals with them, favours entrepreneurship and facilitates the citizens contact with public authorities. <br /><br />Major barriers to cross-border access to the electronic public services are linked to the use of electronic identification and signatures. Since the implementation of electronic identification in each Member State has been focusing very much on national needs and means, the main barrier for an electronic identification is the lack of interoperability, either legal, technical or organizational. This approach creates new e-barriers to cross-border markets as it limits access for enterprises and individuals from other Member States to those public services. In addition, Member States run the risk of not complying with their legal obligations under EU legislation. <br /><br />The current European Union framework in the context of the Action Plan in question offers horizontal and sectoral instruments to facilitate and enhance the use of e-signatures and e-identification. The <a href=\"http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:31999L0093:EN:HTML\">e-Signatures Directive</a> establishes the legal recognition of electronic signatures and a legal framework to promote their interoperability. <br /><br />The objective of this Action Plan is to offer a comprehensive and pragmatic framework to achieve interoperable e-signatures and e-identification, which will simplify access of enterprises and citizens to cross-border electronic public services. To achieve this objective, the Action Plan focuses on a number of practical, organisational and technical issues, complementing the existing legal framework. <br /><br />The Commission, in close collaboration with Member States will monitor the implementation of the Plan, aiming to ensure the coherence of the suggested measures, of the various legislative requirements at EU level and of the relevant operational projects.       <description><![CDATA[<p>The scope of the ePart09 covers the whole range of research in eParticipation. Its principal aim is to review research advances in both social and technological scientific domains, seeking to demonstrate new concepts, methods and styles of eParticipation.<br /><br />ePart09 is dedicated to innovative and rigorous eParticipation research. It aims to bring together researchers from a wide range of academic disciplines.       <title><![CDATA[LU: IPSA International Conference 2010 ]]></title>
      <description><![CDATA[&lt;p&gt;European integration has led to the ongoing building of an original model of governance that needs to be assessed and compared with other regional integrations; the impact of European integration on member states and neighboring countries (regarding public policies, law-making processes, political institutions and actors in general) calls for comparative research; triggered by or independent from European integration, new forms of governance (including  political participation, delegation, decision-making, evaluation) that emerged in European countries also need to be studied; finally, the building of an original European model of governance may call into question theoretical and methodological approaches usually adopted in political science research. 

&lt;/p&gt;&lt;p&gt;A total of twelve panels will be organized in English and French around the general theme of the conference. Each panel will consist of a maximum of six panelists, in addition to two co-Chairs, from different universities or institutions, who will also act as rapporteurs. The European Governance program at the University of Luxembourg is responsible for the co-organization of the following six panels:&lt;/p&gt;

      <title><![CDATA[BE: eDemocracy and eParticipation Workshop]]></title>
      <description><![CDATA[<p>eDemocracy is an emerging field of activity inspired by advocates of direct democracy (political level) and ICT (technical level). Despite this, there has already been considerable research in the field (from the political science, social science, technology, information theory and computer science domains). Of the different fields constituting eDemocracy, eParticipation appears to be both the most dynamic and the most promising with regard to enhancing the democratic process. Nevertheless eParticipation is a relatively young field as far as research is concerned, despite of the continuously growing needs.</p><p>This workshop will gauge the status of current research both conducting actual eDemocracy and eParticipation experiments and in studying (observing) various aspects of such activities. The latter includes studying and identifying the barriers to greater online citizen engagement in policy-making.</p><p>Topics of interest include but are not limited to: </p><ul><li>Direct democracy examples such as eVoting,electioneering and polling.</li><li>eParticipation experiment design.         </li><li>Assessment of impact and comparative research.</li><li>Tools and practices for eConsultation, ePetition, conflict resolution and mediation, eDeliberation and others.</li><li>ICT for argumentation support, collaboration and content management.</li><li>National policy issues and initiatives.</li><li>Risks associated with eDemocracy.</li><li>Two thirds of the workshop's duration will be devoted to presentations and one third to discussion on future research issues.       <title><![CDATA[GR: 3rd International Conference on e-Democracy]]></title>
      <description><![CDATA[<p>Recent developments in Information and Communication Technology (ICT) have paved a world of advanced communication, intelligent information processing, and ubiquitous access to information and services. The ability to work, communicate, interact, conduct business, and enjoy digital entertainment virtually anywhere, is rapidly becoming common place due to a multitude of small devices, ranging from mobile phones and PDAs to RFID tags and wearable computers. The increasing number of connected devices and the proliferation of networks, provide no indication of a slowdown in this tendency. Next Generation Society: Technologies and Lefa. </p><p>On the negative side, misuse of this same technology entails serious risks in various aspects, such as privacy violations, advanced electronic crime, cyber terrorism, and even enlargement of the digital divide. In extreme cases it may even threaten basic principles and human rights.</p><p>The aforementioned issues raise an important question: Is society ready to adopt the technological advances in ubiquitous networking, next generation Internet, and pervasive computing? To what extent will it manage to evolve promptly and efficiently to a Next Generation Society, adopting the forthcoming ICT challenges? </p><p>The e-Democracy 2009 conference is dedicated to this issue.       <title><![CDATA[UK: ICT for Governance and Policy Modelling presentation workshop]]></title>
      <description><![CDATA[  <p>This workshop will provide an insight into Commission thinking in the area of ICT for Governance and Policy Modeling and a presentation of the related objective in the Framework Programme 7 <br /><br />The impact of ICT into the daily lives of citizens and organisations will continue. The capability to enable a new and dynamically participative society is a present possibility. Theres a need to understand, interpret and harness the forces which such innovation could unleash. To do this research is needed to understand the processes involved using relevant models and tools. The European Commission has recently launched a call for proposals in this important new research domain. <br /><br />Mechthild Rohen, head of The Commissions INFSO Unit H2 ICT for Government and Public Services will describe the work of her unit and objective 7.3 in the current work programme. <br />Further speakers will describe ongoing research and share both governmental and industrial stakeholder viewpoints.       <description><![CDATA[  <p>The biennial ICT Event (formerly called the "IST Event") organised by the European Commission and hosted by the country presiding the European Union is the most important forum for discussing research and public policy in information and communication technologies at European level. The previous edition of the event took place in 2006 in Helsinki (Finland). <br /><br />The next ten years will see major transformations in the technological, industrial and business landscapes surrounding information and communication technologies (ICTs). The 2008 edition will set the agenda for ICT research and innovation in Europe during this crucial decade. <br /><br />The event will bring together researchers, innovators, engineers, policy and business decision-makers and will address topics as diverse as Europe's role in shaping the future internet, ICT's contribution to advancing the sustainability agenda and alternative research paths for future ICT components and systems.       <title><![CDATA[AT: Eighth international EGOV conference 2009]]></title>
      <description><![CDATA[  <p>The international EGOV conference 2009, organized within the <a href="http://www.dexa.org/">DEXA conference cluster</a>, presents the state of eGovernment and eGovernance research and practice, providing valuable guidance in this fast-developing sector. <br /><br />The EGOV conference brings together leading researchers and professionals from all over the globe and from many disciplines. The 2008 conference attracted some 130 participants from more than 30 countries from all over the world including developing countries. <br />The call for papers for the event covers, but is not limited to, the following topics around eGovernment and eGovernance and other fields of ICT application in the public sector: </p>  <ul>    <li>Research theories and frameworks for public sector modernization with the support of ICT; </li>    <li>Research methods, method integration and technique; </li>    <li>Analysing and assessing contemporary research in eGovernment and eGovernance; </li>    <li>Designing systems for the public sector: innovative cases and systems; </li>    <li>Studying ICT usage, acceptance and performance of technology-supported public sector activities: methods and contemporary case analyses; </li>    <li>Future directions in research and practice of ICT in the public sector; </li>    <li>Innovation management, change management and complexity management in shaping public sector advancements; </li>    <li>Transformation, customer-driven public sector reengineering and change management; </li>    <li>Mass collaboration of stakeholders in government modernization: participative governance, simulation, animation, gaming and policy modeling; </li>    <li>Customer-driven public sector reengineering; </li>    <li>New ways of innovative developments: crowd sourcing, grid computing, social software etc; </li>    <li>Economics, evaluation and stakeholders; </li>    <li>Theories, concepts and solutions to deal with specific challenging topics in the application field: complexity, system dynamics, evolution, change management, mobile technologies, information preservation, trust and privacy, information management, ICT4D, information quality, adaptability and agility, integration and interoperation, systems and enterprise architecture, domain-specific social networking cases and solutions, semantic technologies, etc; </li>    <li>Crises management, emergency and disaster response, public-private cooperation, transnational government; </li>    <li>Education, training courses, and curricula. </li>  </ul>  <p>The EGOV Conference Series is open to all and free of charge. It hosts four distinct formats of contributions: Scientific papers (distinguished between completed research and ongoing research); project presentations, and workshops.       <title><![CDATA[HU: FP7 - ICT Proposers Day 2009]]></title>
      <description><![CDATA[<p>ICT Proposers' Day is a unique networking forum for stakeholders interested in building long-term, international cooperations within the framework of ICT WP 2009-2010 of the 7th Framework Programme for R&D. However, the one day event offers more than just networking. It is a unique opportunity for already existing and future project participants to familiarize themselves with the research challenges and objectives of ICT WP 2009-2010 and to form project consortia for participating in calls for proposals. </p><p>The event aims to connect key industrials and R&B actors, research institutes and universities, large science and technology based multinationals, high-tech SMEs. About 2500 participants are expected. </p><p>It will be organized as information fair and therefore no formal agenda is set. There are no structured sessions or panels, however, there will be:</p><ul><li>seven scenes dedicated to the seven challenges of the 2009-2010 work programme (to learn more about the challenges and objectives go to <a href="http://ec.europa.eu/information_society/events/budapest_2009/priorities/index_en.htm">2009-2010 priorities</a>),</li><li>additional scenes dedicated to horizontal and other activities,</li><li>series of 'networking booths', each corresponding to the objectives of one of the challenges,</li><li>other large areas, snack bars and cafeterias to facilitate a more informal way of establishing partnerships,</li><li>a 'library' provided by the Commission to supply information on relevant topics.</li></ul><p>Registration is open and free of charge.       <title><![CDATA[INT: Improving Access to Government through Better Use of the Web]]></title>
      <description><![CDATA[<p><b>Description (short summary):  <br /></b>Current Web technology allows governments to share with the public a variety of information in unlimited quantities on demand. Technology is also available to allow citizens to bring issues of concern to the attention of local, regional and national governments. However, exploiting these capabilities within government systems is a challenge that encompasses environmental, policy, legal, and cultural issues. Establishing effective eGovernment requires openness, transparency, collaboration and skill in taking advantage of the capabilities of the World Wide Web. The rich potential for two-way dialogue between citizens and government creates a need for global leadership. The W3C has an opportunity to provide guidance in support of eGovernment objectives by promoting existing open Web standards and noting the challenges external to the Web and technology. There is also role for the W3C to facilitate the development and vetting of new open Web standards needed by governments in context.</p><p>This document is an attempt to describe, but not yet solve, the variety of issues and challenges faced by governments in their efforts to apply 21st century capabilities to eGovernment initiatives. Detail and useful examples of existing, applicable open Web standards are provided. Where government needs in the development of eGovernment services are not currently met by existing standards, those gaps are noted. This publication as an Interest Group Note represents the culmination of the first year of the W3C eGovernment Interest Group work.</p><p><b>Number of pages: </b>44</p>]]></description>
