Case Abstract

The Flemish policy for eProcurement means a roll out of three modules: esourcing and eNotice (summarized as e-notification), etendering and econtract. For the front office modules the Flemish administration is using the federal applications. Flemish effort is focused on the development of e-contract (a management contract system).

Target Users Description
For enotification and etendering target groups are the economic operatiors and the flemisch administration.

The flemish administration sizes counts 72 entities. Each entity will use the platforms for publishing and tendering wtihin the next months and years.

The economic operatiors are the candidates bidding on the contrats. Federations of the employers are very interested in the use of the applications.

Policy Context and Legal Framework

European directives on e-procurement are implemented by Belgian laws and royal decrees (in preparation). E-notification (esources and enotice) and etendering are developed by our federal colleagues. eAuction don't have a legal framework at this moment in Belgium (20.1.2009).
Flemish government approved an actionplan on eprocurement. The use of the federal applications by all entities in the flemish administration is one of the decisions. It guarentee an unique portal for the economic operators. The second important decision was the creation of an econtractsystem to register and manage all public contracts.

Implementation and Management Approach

For the use of enotification and etendering there is a systematic roll out within the flemish administration. Training and information is given to the superusers and users of the application enotification. A recent follow up will show the progress of the implementation.
The emarketplace - a specific module in enotification for public contracts beneath the publication treshold - will be implemented next quarter.
The etendering application will be implemented with the help op pilot projects. Ten cases supported with legal experts, the central team on eprocurement and representatives of the employers will show the difficulties and opportunities. A systematic roll out will take place afterwards (2010).

Technology solution

For the enotification and the etendering requirements are formulates on security (confidentiality, authentification, integrity, timestamping authority, ...).
Open standards are formulated for both applications.

For the contract management system technological requirements will be formulated after the functional analysis (juin 2009).

Impact

Greatest benefit on the flemish side is the use of the enotification an the etendering applications. Only a low fee - contribution to the maintenance - has to be paid.
Using these applications was a great opportunity for the flemish government.
Benefits of the econtract system are the reduction of the administrative burden and the mainstraiming of several processes within the administration.
Figuring these benefits is difficult and controversial.

Track record of sharing

The flemish government decided to set up a communication to the local authorities. Promotion is given to the use of the federal applications and the participation of the development of the contract management system.
